Prepare work orders and apply standard design and construction standards for new customer line extensions, system maintenance projects and system relocations using established utility practices and procedures. This individual reports to the Distribution Design Supervisor, who evaluates work through on-site observations, reports, work orders and overall evaluation of results obtained.
This is a non-supervisory position.
KEY RESPONSIBILITIES/ESSENTIAL FUNCTIONS
1. Apply standard design and construction methods to make electrical distribution system improvements, upgrades, modifications and new power line extensions.
2. Operates CAD workstation and plotter with related software. Generates construction, detail and other related plant maps.
3. Prepares cost estimates, stakes both overhead and underground distribution facilities prior to construction.
4. Develops, documents, and enters staking sheets into the database system, including material picking list.
5. Reviews as-built job drawings and material issues to ensure database integrity. Performs final job review prior to closing.
6. Attends pre-construction coordination meetings as required.
7. Performs other related duties as assigned.
8. Monitor job construction and contract crews through on-site inspections to insure compliance with project design, industry standards and specifications.
9. Analyzes customer problems and recommends appropriate corrective action to ensure cost-effective solutions for both parties.
10. Researches and analyzes right-of-way and property ownerships and obtains easements.
11. Prepares and submits documents for required permits.
12. Prepares traffic control plans for specific jobs which meet or exceed MUTCD standards.
13. Coordinates construction details and schedules with other utilities and public and private entities.
14. Provides department support during periods of vacations and breaks.
15. Maintains regular and predictable attendance.
16. Preforms other related duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES Working knowledge of basic CAD drafting and surveying techniques.
Ability to read and understand policy and procedure manuals and construction specification handbooks.
Knowledge of applicable industry standards and codes.
Ability to analyze complex system relocations and/or extensions based on on-site survey and topographical data.
Thorough understanding of safety regulations and emergency procedures.
Knowledge of and ability to perform limited research of right-of-way, property lines, easements and other legal boundary issues.
Knowledge of computer-aided design applications to effectively complete electrical design projects.
Knowledge of electrical transformers and distribution lines and the ability to determine pole placements and reconductoring of power poles necessary to support the distribution system.
Ability to communicate effectively, both orally and in writing, and to understand and follow verbal and written instructions.
Ability to establish and maintain effective working relationships with co-workers, supervisors, customers and the general public.
Ability to operate a computer, calculator and other office equipment used in data entry and engineering-related work.
Ability to work outdoors, occasionally encountering inclement weather conditions.
WORKING CONDITIONS/PHYSICAL DEMANDS
Work is normally performed in an office setting; however, field trips to the job sites will routinely be required where work may be performed under adverse weather situations. For customer service reasons or during system emergencies, this position may be required to work extended or non-standard hours. Position requires climbing stairs or ladders, hiking embankments, pushing and pulling. Must be able to lift up to 75pounds. An employee in this position may be exposed to hazardous materials, gases and fumes.
Operate computers, general office equipment, general field equipment, and company vehicles.
Respond and communicate verbally and in writing with a variety of customer contacts, contractors, public agencies and developers.
Because of the emphasis on the communication process, visually presented materials, computer skills, and occasional travel, a person with severe restrictions in sight, hearing or speech may be unable to perform the essential functions of the job. Also, individuals with restrictions in physical mobility including walking, bending, lifting, and climbing may be unable to perform the essential functions of the job.
High school diploma or G.E.D. Two (2) years of college or an Associate degree, or the equivalent, with emphasis in science, mathematics or drafting/surveying and coursework in electrical applications. Typically requires a minimum of four (4) years of relevant experience with electric utility distribution systems and operations. Demonstrated knowledge of AutoCad systems and operations, with a minimum of six (6) months of experience in AutoCad is required. Individual must have a valid Washington State driver’s license.

About Peninsula Light Company
In 1925 Peninsula Light Co. was founded as a member-owned electric cooperative located in Gig Harbor, WA and work began on the system.
Since December 1926 when the system was energized, PenLight has served the Gig Harbor and Key Peninsulas, and Fox Island in western Pierce County. PenLight is a “full requirements utility” of the Bonneville Power Administration.
