Position Summary: The Communications Engineer supports and assists the Communications & Controls Engineering section with design and planning of required telecommunication and control system facilities. The position performs independent design and system studies on specific projects. The position may give direction to drafters, clerical personnel, and Engineering Assistants and perform other duties as required.
Tasks, Duties and Responsibilities: Prepares and analyzes engineering drawings, specifications and system data to determine design factors on specific projects requiring communications related equipment including but not limited to: Digital microwave radio systems, VOIP telephone systems, Mobile radio systems, Fiber optic communications equipment, Digital multiplexing circuit equipment, IP based networking infrastructure, Landline telephony circuits, SCADA remote terminal units, Intelligent electronic devices (IED) and support equipment, Security systems, Video systems, General electronic miscellaneous systems. Designs and plans system facilities for projects in accordance with applicable codes and regulations. Ensures compliance with safety policies and procedures, maintain safety awareness, and promote all aspects of BEPC’s safety program in a compliance culture that promotes continuous improvement and proactive measures. Becomes multi-disciplined with knowledge of existing and future technologies. Plans and develops enhancements to specific network management systems. Performs detailed engineering studies and reports within degree discipline. Assists in project management by performing detailed engineering and economic studies reviewing of contract specifications and estimating labor, materials, and construction costs of projects. Diagnoses and troubleshoots active systems to support operational modifications, repairs, or enhancements. Provides technical support to others within and outside the Engineering Department. Maintains relationships with external contractors, consultants and member cooperative personnel to coordinate job related activity. Performs field related investigations, inspections, or monitoring . Works closely with communications technicians on completion of design installations and testing.
Knowledge, Skills& Abilities: Detailed knowledge of communications theory including but not limited to electronics and IP networking related information. Ability to develop procedures and practices, as well as the ability to recognize needs and identify key support resources. Ability to provide effective leadership to others in a team-based environment. Skill in developing and delivering effective presentations. Skills must include strong interpersonal skills, as well as written and verbal communication skills and ability to understand information and ideas as presented. Ability to effectively plan, direct and coordinate the activities of cross-functional teams. Ability to solve complex problems along with analytical skills to analyze and blend technical options into broader-based business strategies. Ability to adapt to rapidly changing business circumstances; must be able to thrive in a constantly changing business environment. Ability to build and maintain effective work relationships, both internal and external, and establish credibility with business partners and others. Ability to plan, organize, and prioritize time/workload to accomplish tasks and meet deadlines. Ability to coordinate assignments and handle multiple complex tasks concurrently. Skill and ability to use computers and related software for word processing, reporting, presentations, spreadsheets, database, engineering analysis tools, communications diagnostic tools and e-mail. Skills in technical writing to develop procedures and reports.
Physical and Environmental Requirements: The position requires working inside in a controlled environment and occasionally outside in varying weather conditions, sitting for extended periods of time, working overtime and traveling at times with short notice, hearing within normal range, hearing aids are permitted, vision within normal range, corrective lens are permitted and a valid driver’s license.
Education and Experience Requirements: This position requires a Bachelor of Science degree from an accredited four (4) year engineering college in communications, electronics and/or network discipline. Previous technical work related history will be evaluated.
