To guide and assist in the engineering activities of the Cooperative by applying technical knowledge, sound engineering judgment, and skill, to insure that the electrical system meets the present and future requirements and is rendering safe, efficient, and dependable service to its Member/owners at the lowest possible cost. To provide accurate data and recommendations to the Manager, Distribution Design, the Chief Operating Officer and the CEO/General Manager, consulting engineers, and other departments for the purpose of ensuring adequate design of the electrical systems present and future requirements. To provide direction and guidance to engineering personnel, and make recommendations to management regarding the present and future requirements of the Cooperative’s Smart Grid system, Metering , AM/FM/GIS system, outage handling and dispatch systems, Distribution systems, Distributed Generation Interconnections, and engineering planning systems. Plans and directs analysis of complex business problems to be solved by the Cooperative.
Including the following (other duties may be assigned):
Participates in the development of the Cooperative’s policies and procedures as they relate to engineering and design and makes recommendations on any needed changes to insure that they are current.
Works closely with the Manager, Distribution Design, to set priorities for construction of system improvements in the current Work Plan, constantly reviews the plan for needed modifications or additions, prepares Amendments as needed, and seeks approval of any Amendments.
Prepares all plans and studies relating to sectionalizing, over current protection, device coordination, over voltage protection, voltage improvement, power factor correction, load balancing, and system reliability.
Presents the results of these plans and studies to management, and recommends changes in consultation with the appropriate engineering and operation’s personnel.
Assists in the design of power systems to serve subdivisions and large commercial and industrial customers to insure that they are electrically and economically well designed and are in accordance with good engineering practices and regulatory specifications.
Develops specifications, assists in evaluating quotes, and makes recommendations to the Manager, Distribution Design and department supervisors of purchasing regarding the purchase of distribution transformers, voltage regulators, electronic reclosers, switching devices and equipment, underground cable, Smart Grid equipment, distribution equipment, and other equipment or materials to be used on the Cooperative’s system.
Maintains active membership in the Institute of Electrical and Electronics Engineers (I.E.E.E.) and the Power Engineering Society (P.E.S.), and stays abreast of all associated standards and developments regarding the application of electrical equipment, devices, cables, etc. as they apply to the Cooperative’s electrical system.
Provides guidance and/or assistance in the maintenance, upgrade, and integration of the Outage Handling and Dispatch systems by working closely with other engineering personnel, other departments, manufacturers and vendors, makes recommendations to the Manager, Distribution Design regarding future plans for expansion and integration of these systems, insures that the Cooperative is represented in the associated User Group.
Provides guidance and/or assistance in maintaining and using the engineering planning software (Milsoft and AutoCAD) and insures that the Cooperative is represented in the associated User Group.
Cordially and efficiently handle and assist others in dealing with member/employee questions and complaints.
Responsible for system and process analysis and performance benchmarking.
Responsible for preparing dashboard related tools to give visibility to Cooperative operations
Responsible for assisting Manager, Distribution Design in budgets and special projects for the department.
Represent the Cooperative at organizations and in meetings at the local, state, and national levels where objectives of the Cooperative can be served.
May act as supervisor/team lead for the stakers.
Analyzes wholesale power bills prior to payment.
A Bachelor of Science Degree in Electrical Engineering (B.S.E.E.) or Electrical Engineering Technology (B.S.E.T) is required.
Ability to obtain registration as a Professional Engineer (P.E.) in the state of Texas.
A minimum of (5) years’ engineering experience in an electric utility system, is required.
Knowledge of the National Electric Code (NEC) and National Electrical Safety Code (NESC) is required.
Experience in electric distribution design.
Must have valid Texas driver’s license and related insurance.
