The GIS Analyst III is part of a dynamic team that is responsible for supporting and advancing the use of GIS technology throughout the organization. Responsible for mapping, spatial analysis as well as assisting in the development, maintenance and support of Tri-State’s Enterprise Geographic Information Systems (GIS) data and applications for engineering/business functions. This position will work under general supervision and be responsible for producing quality GIS project deliverables and maintaining GIS data utilizing industry standard principles and practices. The GIS Analyst III will assist with gathering and analyzing user/business system requirements both independently and through delegation from internal customers and GIS team leadership. The GIS Analyst III works closely with GIS team leadership in order to ensure products are delivered to internal customers in a timely manner and adhere to GIS and Tri-State standards for quality and accuracy. GIS data architecture, development and maintenance are critical responsibilities for this position, as well as applying advanced technical GIS skills to work products. Strong competence in task management is also required.
REQUIRED JOB QUALIFICATIONS
Education and Training
Bachelor’s degree in Geography, Geographic Information Systems, Computer Sciences, Information Systems, Geosciences or related area or equivalent combination of education and/or experience.
Knowledge, Skills, and Ability:
Demonstrated expertise of ESRI ArcGIS technologies such as ArcGIS Desktop, ArcGIS Pro, ArcGIS Server, ArcGIS Online, ArcSDE and ArcGIS Enterprise / Portal for ArcGIS.
Proficiency with Microsoft Windows operating systems and Microsoft Office products.
Experience with mobile technologies and operating systems such as iOS and Android considered a plus.
Working knowledge of Python programming and scripting.
Ability to work both independently and as part of a team.
Self-motivated, assertive and possess a genuine concern for quality.
Must have effective time management and organizational skills plus proven aptitude for handling multiple projects concurrently.
Ability to interact effectively with co-workers to share knowledge about the capabilities and applications of GIS.
Ability to guide field personnel (remotely or in-person) through to the resolution of a variety of GIS user issues.
Working knowledge of the use of large databases and writing advanced queries, and the ability to develop reports, forms, and macros.
Ability to communicate effectively, both orally and in writing to technical staff, user personnel, and management.
Ability to maintain confidentiality.
Ability to maintain effective working relationships.
Five (5)+ years of progressive GIS experience in a production environment in the energy or comparable industry.
Willingness to travel as required. (Possession of valid current driver's license or ability to obtain).
Must be able to demonstrate that he/she can perform all of the essential functions of the position.

Experience with ArcGIS Data Interoperability extension.
