This person is responsible for developing and encouraging the safe working culture of A&N Electric Cooperative. Working safely is everyone’s job, but this person is responsible for integrating these values into our day-to-day operations.
Directs the integration of a comprehensive environmental, health and safety systems that assure a safe, healthful and secure workplace is provided for all Cooperative employees to aid in minimizing the risk of occupational injuries and illnesses to employees. Responsible for administering all environmental, health and safety programs within A&N Electric Cooperative. This includes planning, organizing, developing, implementing, coordinating and directing classes, policies, procedures and practices in order to manage the EH&S functions. Assists and advises strategic management and the tactical team on environmental, health and safety issues.
Promote and adhere to Cooperative safety and operating rules, procedures and guidelines.
Ensures the Cooperative provides a safe workplace for its employees, all work is completed in a safe and efficient manner and members receive safe, reliable and high-quality electric service.
To provide and/or develop safety programs for the public and for Cooperative employees.
To require all Cooperative employees to comply with A&N Electric Cooperative Safety Rules Manual and all safety provisions of the Collective Bargaining Agreement (CBA) between the Cooperative and Local 1307 IBEW and approved Cooperative policies and work procedures as related to safety.
To plan for safety, security and loss control measures that will protect the Cooperative’s physical plant, property and personnel.
To ensure proper investigation and reporting of work-related incidents, illnesses and injuries.
To ensure that contract companies performing construction, maintenance, testing and other services, perform their work in a safe and efficient manner according to contract agreements and ensure that contract activities are performed in a manner as to promote and create good will toward the Cooperative.
To at all times, conduct self in such a way as to promote and create good will toward the Cooperative.
Reports to: Vice President, Human Resources and Employee Development
Supervises: This position does not directly supervise any specific positions but does have full authority to carry out the above responsibilities as delegated.
Duties and Responsibilities:
Identifies legal requirements and government reporting regulations affecting the EH&S function, including OSHA/VOSH (Occupational Safety and Health Administration/Virginia Occupational Safety and Health), DOT (Department of Transportation), EPA (Environmental Protection Agency), etc. and submits all applicable reporting requirements to appropriate entity. Monitors and mitigates risk exposure of the Cooperative.
Responsible for the overall safety culture of the Cooperative; directs the integration of a comprehensive safety program. Assists management in the implementation of appropriate, effective hazard control techniques and Cooperative-specific program needs.
Coordinates and promotes programs and initiatives of the Cooperative and affiliated organizations, such as A&N’s “Commitment to Zero Contacts”, monthly reporting to the Virginia, Maryland & Delaware Association of Electric Cooperatives (VMDAEC), Federated Rural Electric Insurance Exchanges S.A.F.E. app program (Hazard Recognition, Near-Miss Reporting, Vehicle Inspections), the National Rural Electric Cooperative Association’s (NRECA) RESAP (Rural Electric Safety Achievement Program) program, etc. Incumbent will maintain all pertinent records and submit required documentation in a timely manner for any such programs or initiatives.
Develops and maintains budget for departmental expenditures and continually evaluates the fees for services and goods provided to the Cooperative.
Develops, administers and implements and regularly updates environmental and Spill Prevention, Control and Countermeasure (SPCC) plans and compliance programs and meets all required reporting requirements, such as annual Tier II reporting, DEQ Clean Air Act, Chesapeake Bay Preservation Act, etc.
Ensures the organization and maintenance of Polychlorinated Biphenyl (PCB) database/records and disposal as required by law and accompanying reports are filed. Responsible for responding to unintended releases of hazardous material and for coordinating and documenting mitigation efforts that may result from the spill.
Responsible for developing, administering and implementing environmental SPCC plans and compliance programs for the Cooperative and for providing related training.
Identifies and analyzes workplace hazards that can result in harm to people, property and the environment and trains staff and supervisors on hazard recognition skills and job safety protocols. Prepares plans for emergencies and disasters at worksites and business locations.
Directs thorough incident investigations to identify cause factors and formulates recommendations to prevent recurrence and oversees related follow up actions. Cooperates in the preparation of materials and evidence for Cooperative use in the event of hearings, lawsuits and/or insurance investigations.
Investigates occurrences of theft, vandalism, etc. and makes recommendations for corrective actions. Works with insurance companies, law enforcement and related agencies to resolve liability cases, inclusive of all documentation requirements.
Coordinates efforts with other Human Resource staff to document and manage lost-time injuries/illnesses and Worker's Compensation Claims, and to meet FMCSA requirements for commercial motor vehicle program, including but not limited to: complete and accurate driver qualification files, annual certification of driver violations, annual review of Motor Vehicle Reports, random drug and alcohol testing program, etc.
Investigates questionable membership activities. Reviews and analyzes evidence in order to give direction for reporting and prosecution. Testifies and presents evidence in administrative hearings and /or court actions such as energy diversions, membership frauds and loss to the physical plant (lines, substations, equipment, etc.).
Maintains Cooperative safety files, records, reports and statistics; compiles and analyzes occupational safety and health data. Provides monthly safety activity and status reports for the President/CEO, Vice-Presidents and Board of Directors.
Responsible for the annual scheduling and record-keeping of dielectric and structural vehicle testing.
Plans and organizes internal Cooperative safety programs, meetings and activities, such as the annual Safety Stand-down Day, as well as external activities for the general public, such as training on the hazards of electricity and safety and environmental concerns. Coordinates with vendors and suppliers to provide meaningful activities and resources which highlight safety and health-related opportunities.
Inspects company operations via safety audits to detect existing and/or potential accident and health hazards. Determines corrective or preventative measures where indicated and follows up to ensure measures have been implemented. This includes buildings, substations, distribution and transmission line, generation facilities, warehouses, offices and storage areas.
Coordinates and/or conducts safety-related training that includes acceptable industry safe working procedures for transmission and distribution system maintenance and construction (electric), the National Electrical Safety Code (NESC)/ANSI Standard C2, pole top and bucket rescue, first aid/CPR, hazard communication requirements, defensive driving, etc. Orients new employees with regards to safety policies, procedures and regulations and provides periodic training as required and/or deemed necessary.
Chairs the Cooperative Safety Team, which reviews changes and/or additions to the Employee Safety Manual and makes recommendations for Cooperative safety initiatives, and the Cooperative Safety Committee, which investigates and examines incidents, accidents and improvement opportunities within the organization.
Provides information, signs, posters, barriers and other materials to warn of potential and actual safety hazards and to prevent access to hazardous conditions.
Supports field personnel in ensuring appropriate personal protective equipment is available and maintains inspection records for Rubber Goods.
Works with all managers and employees to identify and meet organizational safety goals set each year.
Keeps informed on safety and security trends through affiliates, newsletters, professional publications, conferences, etc. and keeps the President/CEO and Vice-Presidents up-to-date on opportunities to improve Cooperative programs.
Completes at least one (1) professional development activity annually.
Performs all other duties and tasks as assigned by supervisor or other members of management.
Establishes and maintains a variety of contacts and relationships for the purposes of coordination and communication to achieve the purposes of the position and desired results.
Strategic Team – Provides updates and recommendations regarding regulatory and status updates, changes and concerns on a regular basis and/or as needed.
Tactical Team – Provides guidance and support for the supervisory team and coordinates required training activities to ensure a maximum return on investment with a minimal impact on operations.
Human Resources – Coordinates efforts to ensure all required documentation is completed and submitted and Cooperative policies are updated and in compliance.
Employees – Provides and/or coordinates training activities, educational resources, expertise and guidance with regards to environmental, health and/or safety-related issues.
Regulatory agencies – Serves as a point of contact (potentially the primary) with regards to legal requirements, reporting regulations, inquiries, investigations, litigation, etc.
Insurance entities – Serves as a point of contact (potentially the primary) with regards to legal actions, inquiries, investigations, litigation, documentation, etc.
Professional and industry associations – Serves as a conduit for opportunities and information which may benefit or harm the Cooperative and ensures the Strategic and Tactical teams are apprised of any such circumstances.
Vendors and suppliers – Ensures the Cooperative is utilizing the most effective and efficient tools, resources, materials, etc. with regards to safety and stays up-to-date with new technologies and opportunities.
Community – Responds promptly to requests for information and/or support from members and/or local agencies within the community.
Bachelor’s degree (B.A.) from four-year college or university, preferably in the safety discipline or a related field; or five years’ related experience and/or training; or equivalent combination of education and experience.
Ten or more (10+) years of relevant experience in the field of Occupational Safety and Health, preferably within the power industry. Professional certifications such as Certified Safety Professional (CSP), NRECA Certified Loss Control Professional (CLCP), Certified Utility Safety Professional (CUSP) or other certification based on formal training desired. Must have a broad knowledge of industrial positions and equipment in order to formulate preventative measures and investigatory practices. Familiar with applicable federal, state and local rules and regulations as required by OSHA, VOSH, EPA, MSHA, DOT and other regulatory agencies. The individual must be familiar with state workers’ compensation laws and risk management principles and techniques. Experience working with insurance companies and adjusters on matters related to workers’ compensation and claims litigation.
Must have a working knowledge of OSHA/VOSH, DOT, EPA standards and reporting requirements. Incumbent will also become expert with Cooperative documentation, including but not limited to: general policies and procedures, the Cooperative S-1 Safety Policy, the Employee Handbook, Cooperative documentation and reporting procedures and requirements and the Collective Bargaining Agreement (CBA) between the Cooperative and Local 1307 IBEW. The incumbent will also become fluent in using information and resources provided by the Virginia Cooperative Council (VCC), the Virginia, Maryland & Delaware Association of Electric Cooperatives (VMDAEC) and the National Rural Electric Cooperative Association (NRECA).

Basic computer knowledge required, including knowledge of MS Word, Excel, PowerPoint and internet applications.
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, and/or governmental regulations. Ability to write reports, business correspondence and procedural manuals. Ability to effectively present information to large groups and to respond to questions from groups of managers, members and the general public. This position requires the ability to read and write English in order to prepare reports and give presentations.
It is necessary to be able to add, subtract, multiply and divide. Ability to calculate figures and amounts such as percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry. Ability to draw and interpret bar graphs.
High degree of reasoning ability and problem-solving skills. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

Ability to conduct intensive on-site inspections of company facilities and equipment and may require travel throughout service territory, including areas which are rural and remote. Ability to stand, walk, sit, use hands and fingers, handle objects and feel, reach with hands and arms, talk, hear, climb, stoop, kneel, crouch, crawl and balance. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. The individual must be able to perform all of these actions while being exposed to inclement weather such as extreme heat, cold, wind, rain, etc. and be able to lift up to fifty (50) pounds unassisted.
