Umatilla Electric Cooperative (UEC) is a progressive Electric Utility Cooperative located in North Eastern Oregon along the beautiful Columbia River, offering a wide variety of activities year-round. UEC is experiencing rapid growth in the commercial and industrial area and has a challenging position for the right candidate. UEC is seeking a full-time Compliance Administrator to be located at the utility office in Hermiston Oregon. UEC offers a competitive wage and benefits package and a 4 day, 10 hour a day work week.
This position is responsible for facilitating training, compliance and safety functions of UEC to efficiently and effectively assist management and those contracted with UEC by researching, planning, developing, and implementing programs and procedures, as approved, to meet UEC's compliance and safety requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
·Maintains current knowledge and leads UEC's efforts to ensure compliance with the Electric Reliability Organizations’ Reliability Standards and Requirements of ANSI, NEMA, OSHA, WECC, FERC, and NERC
.·Oversees research, and implementation UEC’s training programs for all employees to ensure that UEC meets current compliance requirements on all federal, state, regional and local levels, including but not limited to, environmental regulations, civil regulations, RUS regulations, OPUC, OSHA, OFMS, DEQ, and EPA regulations and UEC's Safety Manual rules and regulations, or other regulations as may be required by law.
·Provides leadership in developing employee Safety meeting programs as defined by regulations and UEC policy. Provides direction to safety program committees regarding rules and regulations. Participates in the Safety Committee meetings.
·Leads the Cooperative's efforts to plan, execute and analyze the emergency response plan as required by federal regulations. Prepares reports and discuss with management staff any issues with the plan and recommended remedies.
·Manages the UEC’s Worker’s Compensation plan, including claims processing and reporting.
· Attends conferences and meetings necessary to maintain current knowledge of current regulations regarding electric system compliance and safety and follows-up with report on findings and new recommendations to UEC management.
· Researches and processes all customer/member claims and complaints of negligence by UEC during construction/maintenance projects or damages occurring during outages or voltage fluctuation situations. Researches and processes third party caused damages to UEC’s property. Prepares compliance reports for management as directed.
·Works with all departments as requested in development of company procedures and policies and the development of strategic or department work plans. Develops budget for Compliance/Safety activities as directed.
·Displays excellent communication skills include presentation, persuasion and negotiation skills required in working with members, customers, or coworkers and including the ability to communicate effectively and remain calm and courteous under pressure.
·Works closely with other departments to oversee the management of UEC's compliance requirements for security of employee or member information.
· Provides guidance and leadership with affiliated organization audits or the RUS audit of UEC's safety program, electric system, and the inspection and maintenance management program and documentation conducted prior to UEC loan applications. Participates as a member of the RESAP audit team for Northwest utilities.
EDUCATION and/or EXPERIENCE
Education: Bachelor’s Degree (BA/BS) in business administration or related field; additional related experience may be substituted for education.
Experience: Five (5) years’ experience in a related electric utility field; college level training in related field may be substituted for experience.
CERTIFICATES and LICENSES
Certification required within 6 months of employment as an Underground Storage Tank Operator by the Oregon Department of Environmental Quality.
Certification as a NRECA Certified Loss Control Professional within 1 year of employment.
