Vice President, Regulatory Affairs
Incorporated in 1948, Old Dominion Electric Cooperative (ODEC) provides reliable, cost-effective, environmentally balanced, wholesale electric services to our 11-member distribution cooperatives in Virginia, Maryland and Delaware. Our core business is generating, purchasing and delivering electricity to our members. ODEC is a not-for-profit generation and transmission cooperative that operates for the benefit of our members, who are our owners. Our home office is located in Glen Allen, Virginia.
We are seeking a Vice President, Regulatory Affairs to work out of the Glen Allen, Virginia office
Purpose of Job:
The Vice President of Regulatory Affairs directs and participates in ODEC’s interactions with PJM, the FERC and other state, regional and national constituencies to further ODEC’s interests. This individual is instrumental in enhancing strategic decision-making, facilitating ODEC’s proactive responses to the changing industry and leading and directing the regulatory and RTO staff to facilitate consensus building with other market participants.
Essential responsibilities include:
Direct activities and participate in developing strategies, business rules, planning standards, federal filings and operating protocols to influence decision-making, develop corporate policy and influence outcomes at PJM and at the Federal, Regional and State levels
Facilitate proactive planning and supporting strategic initiatives on regulatory and RTO issues at ODEC. Manage information dissemination and analysis of regulatory and RTO matters among ODEC departments. Develop strategies and provide recommendations to senior management
Manage relationships and coordinate work of external attorneys, consultants and vendors. Define work scope for specific engagements. Manage efforts and assess performance. Manage budget requirements
Direct activities for development of FERC and State regulatory meetings, filings and comments
Manages department staff
12+ years in power industry with emphasis on regulatory, power, and transmission issues
5+ years working in structured wholesale power markets
10+ years effective people management experience
Critical Knowledge, Skills and Abilities:
Working knowledge of transmission and generation planning, operating protocols, and bulk system reliability requirements
Working knowledge of demand-side applications, energy and ancillary market rules, market settlement and emerging generation and transmission technologies
Working knowledge of FERC and PJM market rules, procedures, and tariff language
Excellent communication, collaboration and influencing skills at all levels of the organization
Proficient presentation skills, diplomacy and facilitation skills covering large and small group forums ranging from technical to non-technical audiences at all levels of corporate hierarchy
Preferred Knowledge and Skills:
Working Knowledge of Federal Transmission Policy
Working knowledge of power markets
Strong Communication and Teambuilding skills
Education: Four-year college education - Bachelor’s degree in Business, Engineering, Economics or related discipline
Travel details: Travel required as necessary, largely a regional focus
Working Conditions and Physical Demands: Interact effectively and frequently with others through verbal communication, in person, phone, video and email, work approximately 8-hours weekdays and as needed in an office environment, use a laptop frequently, travel via automobile and commercial airline when required, make presentations to small and large groups as needed
