The Gas Job Training & Safety Specialist 2 administers the CoServ Gas training and safety processes. The position requires in-depth knowledge of the CoServ Gas distribution system and is responsible for safe work practices, procedures, training, and the safety of all employees. The Gas Job Training & Safety Specialist implements, monitors, and maintains the training and safety programs for all employees, including the Employee Development Program and Operator Qualification field verifications.
Primary Position Responsibilities
Recommends, develops, and implements workplace training.
Educates, provides skills, and improves performance through workplace training.
Identifies training needs through review of Employee Development Program (EDP), employee job descriptions, new equipment, new procedures, on-the-job performance, and Federal, State, and Local regulatory agencies.
Assists designated Operations personnel with implementation and revision of the EDP, policies, and procedures.
Participates as the facilitator for the Safety Advisory Team.
Prepares and gives competency-based performance tests or evaluations for assessment of an employee’s progression, including Operator Qualification training.
Sets performance objectives, develops, and implements competency-based performance evaluations.
Identifies and evaluates working conditions and makes adjustments to safeguard employee safety & health.
Researches and implements existing and new ways to improve the safety of employees through new techniques, equipment and procedures.
Designs and maintains the training fields, training room(s), tools, and equipment.
Complies with established CoServ safety and operating rules, procedures and guidelines including reporting unsafe practices to a supervisor.
Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines including reporting suspected information security incidents to Tech Support.
Secondary Position Responsibilities
Performs safety inspections and recommends improvements.
Researches, recommends, receives, and issues safety equipment.
Responsible for the maintenance of safety/accident records.
Prepares agendas for and conducts safety meetings/training.
Stays abreast of current JT&S standards and practices.
Maintains the integrity of confidential information.
Attends training and conferences pertaining to JT&S as required.
Required to respond to incidents/accidents 24 hours a day.
Maintains all training tools and equipment.
Familiar with CoServ’s standard concepts, practices, and procedures.
Knows applicable standards, including OSHA, RRC of Texas, DOT, and PHMSA.
Performs other duties and activities as directed.
Education and Certifications Required
High School Diploma or G.E.D equivalency.
Education and Certifications Preferred
National Safety Council’s Advanced Safety Certificate.
A minimum of five (5) years’ experience at a natural gas utility or in a safety related field.
A minimum of ten (10) years’ experience at a natural gas utility or in a safety related field or a minimum of five (5) years as an operations technician.
Background in facilitating training and educational programs at a natural gas utility.
Skills and Abilities Required
Ability to set up meeting rooms, audio-visual equipment, and other training aids.
Ability to create presentations and speak to groups of people.
Knowledge of Federal, State and Local Standards.
Ability to use basic office equipment (computer, phone, fax, copier, etc.).
Skilled in the use of Microsoft Office.
Ability to communicate effectively, including email and public speaking setting.
Must maintain qualification in CPR and First Aid.
Skills and Abilities Preferred
Works outdoors in all types of weather conditions and environmental conditions such as fallen branches, rough terrain, heavy underbrush, etc.
Operate all forms of equipment such as: knuckle booms, trenchers, track hoe, and forklifts.
Drive a company vehicle.
Ability to lift a minimum of 50 pounds.
Works in no or low light conditions – using handheld lantern or spotlights.
Works in potentially hazardous conditions caused by pets and wildlife in or near the work site.
Works in areas with possible exposure to poison oak, poison ivy, and insect stings.
Works in underground confined spaces.
Work in a gaseous environment.
Perform other similar duties as an operations technician.
Respond to accident locations or other emergencies during normal business and after hours.
Resides within one hour of the main campus for response time.
Must have and maintain valid Texas Class A CDL.
Must have a good driving record and be insurable with the company’s insurance carrier.
Travel for conferences and meetings as required.
