Develop and manage Human Resources (HR) processes and assist and counsel employees and management on these processes. Includes, but is not limited to, talent acquisition, compensation, benefit administration, and education. Assist with corporate policy interpretation and compliance and other HR programs, services, and issues. Provide excellent customer service across the organization.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Talent Acquisition 75%
Partner with hiring manager and determine staffing needs, assist in preparation and/or revision of job descriptions, and utilize Human Resource Management System (HRMS) recruiting platform to create job posting. Screen applicants, interview candidates, administer appropriate assessments, conduct reference checks and background checks, and make recommendations for hire, and deliver employment offers.
Serve as expert for recruiting positions at all levels of the organization, including trades and crafts, clerical, professional, management, and Department of Transportation (DOT) covered positions.
Attend recruiting functions including career fairs.
Manage summer intern recruiting process and program.
Benefit and Compensation Administration 10%
Conduct new hire orientations including explanation of company policies and practices, completion of new hire paperwork, explanation of all benefit programs and assist new hires with enrollment into selected benefit plans.
Administer suite of benefit plans including assisting employees, obtaining necessary documents, processing timely enrollments and benefit changes, benefit invoice payments, short-term and long-term disability applications, life insurance claims, retirement option forms, Family and Medical Leave (FMLA) requests and tuition reimbursement.
Work with program vendors and third-party consultants on annual renewals, implementing and managing programs, developing strategies, and resolving issues.
Manage compensation program including maintenance of grade structures, completing salary surveys, working with consultants on plan design and verification of competitiveness, and assisting management and staff with compensation questions.
Assist management with staff training and development and corporate policy interpretation.
Coordinate and conduct employee education and benefit meetings and assist with open enrollment.
Compile and verify data necessary for compliance with Employee Retirement Income Security (ERISA), Consolidated Omnibus Budget Reconciliation Act (COBRA), Family Medical Leave Act (FMLA), Occupational Safety Health Association (OSHA), Mine Safety and Health Administration (MSHA), Americans with Disabilities Act Amendment Act (ADAAA), Internal Revenue Service (IRS) and Health and Welfare plan compliance as needed.
General Human Resources 15%
Manage various HR programs including, but not limited to Service Awards, Scholarships, Internship Program, Contingent Worker Program, and Relocation.
Maintain official electronic and paper personnel files. Process employee status changes into HRMS system.
Prepare reports and participate in special projects as requested.
Process required transactions for employee actions including retirements, terminations, promotions, transfers, and step increases.
Stay up to date on Human Resources and employment law best practices and trends and maintain knowledge of all applicable laws and regulations affecting Human Resources through continuing training and education.
Provide feedback and recommendations on policies, programs and procedures that are relevant and support the Human Resources function.
Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

REQUIRED JOB QUALIFICATIONS
Education and Training
Bachelor's degree in Human Resource Administration, Business Administration, Industrial Psychology or other related area, or equivalent combination of education and experience.
Knowledge, Skills, and Ability:
Knowledge of recruiting principles and best practices in talent acquisition.
Knowledge of wide range of benefit programs including defined contribution, defined benefit, medical, dental, vision, short and long-term disability, life insurance, health savings accounts and flexible spending accounts.
Ability to communicate effectively, both verbally and in writing.
Ability to maintain a high level of timeliness, accuracy and confidentiality.
