The Chief Financial Officer (CFO) is responsible for directing the fiscal functions of the organization in accordance with generally accepted accounting principles (GAAP) issued by the Financial Accounting Standards Board (FASB), the Securities and Exchange Commission (SEC), and other regulatory and advisory organizations, and in accordance with financial management techniques and practices appropriate within the industry. The CFO is also responsible to perform effective risk management and plan the organization’s financial strategy ensuring compliance with all applicable financial regulatory requirements and company policies. This position is a member of the organization’s management team and participates as a contributing partner in the organization’s strategic goals and objectives.

Manage the Cooperative’s fiscal functions:
Analyze, implement, and operate financial accounting systems using GAAP
Prepare CCEC financial statements according to GAAP and Federal Energy Regulatory Commission (FERC) reporting system for CFC
Manage the accounting cycle through financial statement preparation and report results to the GM/CEO and board of directors
Analyze, record, and monitor all financial transactions of the cooperative
Monitor, reconcile and administer cash-flow management and projections, including electronic bank deposits.
Develop and maintain primary relationships with financial institutions to enable the company to procure the necessary funding for growth and expansion
Analyze needs, negotiate and administer all financing arrangements
Perform periodic analysis of long-term debt, and advise on repricing of CFC notes
Make regular projections of CCEC’s financial performance with annual budgets and financial forecasts ensuring compliance with all lender requirements
Manage CCEC’s credit functions by ensuring timely evaluations of counter-party risk, establishing and monitoring application of risk limits for operations personnel and activities; work with CCEC counter parties to secure credit for CCEC and make recommendations for enhancing CCEC’s creditworthiness
Provide for regular, accurate reporting of information to regulatory & associated agencies including FERC, federal, and state agencies
Responsible for using internal control processes, ensures the safeguard of all cooperative assets, including but not limited to tangible and non-tangible assets
Manage the disposition of obsolete records in accordance with RUS specifications and other applicable regulations
Develop and implement effective cost accounting and pricing measures and oversee an effective work-order process
Act as liaison to the external auditors and manage the complete audit process
Assure preparation of and compliance with all operating and capital budgets
Manage the annual budget process and report variances to the GM/CEO and board of directors
Implement appropriate systems for billing member and non-member customers
Co-sign checks, verify proper internal controls, monitor accounts for proper accounting practices in entries and procedures and extraordinary changes
Provide accounting and financial contract support
Allocate previous year’s capital credits and administer capital credit processes
Develop and maintain effective working relationships with local and national banking institutions to support ongoing operations and enhance CCEC’s financial and credit standing
Develop and maintain good relations with the financial community
Represent CCEC at appropriate accounting forums and other administrative programs
Assist with development of CCEC’s strategic plans and work with managers/supervisors to coordinate work to achieve mutually desirable results
Manage work of applicable consultants and contracted services as required
Communicate with all employees in a professional, effective and timely manner
Fulfill supervisory responsibilities including but not limited to planning, scheduling, delegating, appraising, coaching, counseling, teaching, and employee development; work with human resources to ensure a succession plan for key staff; support business systems and policies, procedures, and practices relative to supervisory responsibilities
Supervises the functions of Payroll, Work Order Accounting, General Accounting, Cash Receipts and Payables, Purchasing, Capital Credit Allocation and Retirement, Financial Management, Internal Controls, and applicable Records Management
Visit CCEC office locations monthly and as needed to maintain and provide coordination with CCEC’s headquarters office
Keep abreast of current developments in areas of utility accounting, billing, and financial reporting
Manage work of consultants when cost of service study is required
Manage cash flow and short-term lines of credit.
Perform effective risk management and plan the organizations financial strategy
Ensure compliance with all law and company policies during the execution of duties

This position is responsible for the performance management and hiring of the corporate services department staff.
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This is a largely sedentary role; however, some filing is required, which would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary. This position requires the ability to occasionally lift office products and supplies, up to 20 pounds.
Position Type and Expected Hours of Work
This is a full-time position, and typical work hours are Monday through Thursday 7:00 a.m. to 5:30 p.m. Coos-Curry Electric Cooperative operates on a four/ten work schedule.
Ability to travel to the different district offices required. Occasional travel to training seminars and/or conferences.
Bachelor’s Degree in Accounting or Business Administration required.
Minimum 10 years of relevant financial experience with demonstrated increasing levels of responsibility required
Five years of related experience at the management level preferred.
CPA or CMA license preferred.
Relevant Master’s Degree preferred.
Broadband industry experience preferred.
Valid Oregon driver’s license and insurability.

Reliable transportation for getting to work.
