OBJECTIVES To provide vision and leadership for developing and implementing information technology (IT) initiatives. Direct the planning and implementation of enterprise information technology systems in support of cooperative operations in order to improve cost effectiveness, service quality, and business development. Responsible for all aspects of the Cooperative’s information technology systems. REPORTING RELATIONSHIPS - Reports to: President and Chief Executive Officer

RESPONSIBILITIES AND AUTHORITIES Participate in strategic and operational planning processes for the Cooperative as a member of the senior management team. Lead IT strategic and operational planning to achieve business goals by prioritizing technology initiatives and coordinating the evaluation, deployment, and management of current and future technologies. Develop and maintain an appropriate IT organizational structure to support the needs of the Cooperative. Establish IT departmental goals, objectives, and operational procedures. Collaborate with the appropriate departments to develop and maintain a technology plan that supports organizational needs. Develop and communicate cooperative/technology alignment plans to executive team, staff, partners, members, and other stakeholders. Identify opportunities for the appropriate and cost-effective investment of financial resources in IT systems and resources, including staffing, sourcing, purchasing, and in-house development. Ensure appropriate information/network security measures are in place to safeguard cooperative assets. Assess and communicate risks, develop business case justifications, and cost/benefit analysis for IT investments and initiatives. Develop, track, and control the IT annual operating and capital budgets. Direct development and execution of an enterprise-wide disaster recovery and business continuity plan. Define requirements for new technology implementations. Approve, prioritize, and control projects and the project portfolio as they relate to the selection, acquisition, development, and installation of major information systems. Review hardware and software acquisition, maintenance contracts, and licensing agreements with end users and monitoring of IT systems performance. Ensure continuous delivery of IT services through oversight of service level agreements with end users and monitoring of IT systems performance. Ensure IT system operator adheres to applicable laws and regulations. Conduct research to remain up-to-date and knowledgeable in regards to industry trends and emerging technologies in anticipation of new business processes and system alterations. Analyze and improve upon technology standards across the organization. Act as primary liaison for the cooperative’s technology vision via regular written and in-person communications with the organization’s executive, department heads, and end users. Promote and oversee strategic relationships between internal IT resources and external entities, including government, vendors, and partner organizations. Supervise recruitment, development, retention, and organization of all IT staff in accordance with cooperative budgetary objectives and personnel policies. All duties as assigned within the parameters of all applicable federal, state, and local labor and safety laws and/or regulations. MANAGERIAL RESPONSIBILITIES ORGANIZING Recommends organizational structure and staff required to the President/CEO. Prepares job description, reviews and approves job description of each employee in department. Selects and hires employees under his/her direct supervision. Administer compensation plan in the department in accordance with personnel policy and budget limitations. Appraises performance of personnel under his/her supervision in accordance with established policy. Trains and develops employees under his/her supervision in accordance with requirements. Participates in Cooperative training programs. OPERATIONS Makes certain that all personnel reporting to him/her understands and accepts the responsibilities and authorities described in their position description. Delegates such responsibilities and authorities to those reporting to him/her with full recognition that he/she retains overall accountability. Reviews time sheets, sick leave and annual leave for the department. Knowledgeable of Cooperative’s policy and service rules and regulations and sees that personnel reporting to him/her understands policies. Reviews department expenditures and compares expenses to budget. Develops annual department budget and work plan. Participates in civic and community activities to promote the understanding and acceptance of the Cooperative’s policies, plans and programs. Keeps informed regarding trends and developments in area of responsibility. Participates in seminars, training programs and trade meetings. COMMUNICATIONS Members – Always the first consideration in the performance of assigned duties. Third party vendors – To manage and work with all third party vendors to ensure the cooperative’s Information Technology needs are met. Statewide, Central, NRECA, and other utilities, etc. – Share and collaborate as needed to facilitate efficient and secure information systems throughout our segment of the industry. Applicable government, industry, and compliance entities – As needed to ensure we are up to date and in compliance with all applicable laws, regulations and governing requirements. Other BEC departments and employees – As our primary consumers, it is needed to completely understand their needs and wants to facilitate efficient completion of their duties.. |
