Key Roles Works with EKPC's Economic Development Team and Power Supply Group to develop wholesale and retail rates and contracts for new and expanding industrial loads. Oversees the planning and execution of subsequent regulatory filings.
Key Responsibilities • Partners with EKPC's economic development team to analyze and propose rates and special contracts associated with industrial development and expansion within the owner-members' service territories. • Leads or participates in contract development and contract negotiation for large power loads, including developing cost estimates and preparing and reviewing rate proposals for large power loads. • Performs economic, cost, and feasibility studies for new and expanding large power loads. • Develops tariffs for new large power loads and amends tariffs for expanding loads. • Works with our owner-members in development of industrial rate design. • Coordinates with power delivery and power supply to determine infrastructure needs (new transmission line, new substation, etc.) to determine rates and pricing for the new or expanded industry. • Serves as the lead and/or supports the preparation of all associated filings before the PSC. • Meets with local officials in owner-member service territories as needed. • May testify before the PSC as needed. • Performs other duties as assigned.
Key Requirements Education: • Bachelor's degree in a related area (accounting, finance, business administration). An equivalent combination of education and experience may substitute. Experience: • Ten (10) years of utility related experience Skills and Abilities: • Must have a broad understanding of the electric utility industry and the regulatory process. • Knowledge and experience in the development of rates and tariffs. • Knowledge of cost-of-service concepts and methodologies. • Significant experience in working with and providing testimony to regulatory agencies and serving as an expert witness in administrative courts of law. • Experience in financial planning, modeling, and forecasting. • Effective planning, organization, presentation, and negotiation skills. • PC and analytical skills. • Exemplary written and oral communication skills and effective interpersonal skills. • Ability and willingness to be a "hands-on" working member of the Regulatory Team. • Ability to form and direct temporary internal cross-functional teams in order to accomplish a specific regulatory need.

Conditions of Employment • Usual office conditions apply to this position with occasional lifting up to 20 lbs. • Some travel within the system and occasional out-of-state, which may be overnight. • Maintain valid driver’s license.
