Pennsylvania Rural Electric Association (PREA), a statewide trade association, and Allegheny Electric Cooperative, Inc. (Allegheny), a generation and transmission (G&T) electric cooperative corporation both located in Harrisburg, Pa., seek a candidate for the position of Safety Training Instructor. Both entities are managed by Continental Cooperative Services who will employ the successful candidate.
COMPANY BACKGROUND PREA is a statewide trade association that provides services to 14 member electric distribution cooperatives in Pennsylvania and New Jersey, which enable the member cooperatives to deliver electricity and other programs at the highest value to the consumers and communities they serve. PREA has served as the unified voice for electric cooperatives in Pennsylvania and New Jersey. These member-owned entities provide power and other services to more than 230,000 rural households, businesses, and industries, representing more than 600,000 consumers. The 13 cooperatives in Pennsylvania own and maintain about 12.5 percent of the electric distribution lines in the state, covering nearly one-third of the Commonwealth’s land area in 42 counties. These lines, an essential component of rural business and industry, represent one of the Commonwealth’s largest nongovernmental investments in rural infrastructure. Allegheny provides the power requirements for the 14 rural electric distribution cooperatives in Pennsylvania and New Jersey. Allegheny’s mission has been to provide electric cooperative consumers with a reliable supply of energy at a competitive price. In doing so, Allegheny has been very active in meeting its members’ desire to support conservation, provide clean and renewable energy generation, and ensure a secure energy future for electric cooperatives. About 65 percent of Allegheny’s energy supply comes from clean, stable, and relatively low-cost resources. The remaining 35 percent of Allegheny’s power supply comes from market purchases.
Job Summary The Safety Training Instructor will provide safety-related training and services to member cooperatives and the statewide association.
Major Areas of Duties & Responsibilities
Must be able to provide safety and loss control guidance to system employees that will maximize a safer work environment, compliance, and education.
Serve as a technical resource for Member Cooperatives in areas of electrical operations safety and employee health and safety-related regulatory compliance.
Advise member system employees regarding safety practices, training requirements, state and federal laws, rules, and regulations, and policies and procedures commonly used in the utility industry.
Make recommendations on improving work procedures.
Conduct safety and technical skills training sessions at member system facilities and other locations including physical set-up, delivery and collecting administrative information.
Provide training in a manner that stimulates and motivates attendees.
Assist in the development, planning, coordination, and presentation of association sponsored training events including workshops, training schools, and meetings.
Develop and maintain positive professional relations with member systems so that needs can be determined and input sought on safety and loss control efforts.
Willing to assist, supervise or train at lineman schools, seminars, and other functions as needed.
Provide safety and job training, educational programs, and other safety-related services to member cooperatives and the statewide association.
Work alongside peers who are versatile, enthusiastic, and provide desired services that will enable member cooperatives to better meet their mission of providing electricity and other services safely at the highest value to the members and communities they serve.
Required Knowledge, Skills and Abilities
Must possess a working knowledge of safe work practices and procedures in the electric utility industry, especially in transmission and distribution applications, including operation of vehicles and equipment typically used while constructing or maintaining overhead and underground transmission and distribution systems.
Should have working knowledge of the regulatory requirements, safety codes and standards (National Electric Safety Code, American National Standards Institute , American Society for Testing and Materials and Occupational Safety & Health Administration Regulations) .
Should have a good basic knowledge of instructional technique and program planning.
Knowledge of basic computer software skills (e.g., Microsoft Word, Excel, PowerPoint). Work is both inside and outside the organization. Must be able to work outside normal business hours when required to conduct training, attend meeting and/or interact with various groups.
Ability to travel approximately 60-75% of time, including overnight stays.
High ethical standards and the ability to operate with a high degree of integrity, fairness and professionalism.
Ability to exercise discretion, maintain confidentiality, and use sound judgment.
Ability to respond effectively to sensitive inquiries or complaints.

Education and Experience
Minimum education requirement is a High School diploma or equivalent.
Associate’s degree a plus.
Completion of a documented course of study and/or apprenticeship program preferred.
Journeyman Power Line Worker certification.
Licensed to drive a motor vehicle and the ability to operate a vehicle while towing a trailer. CDL license a plus.
Current certification in CPR and First Aid preferred.
Minimum of 4 years of relevant line worker experience with increasing responsibilities as a Journeyman Line Worker of which at least 3 years on construction and maintenance of overhead and underground power distribution systems.
