Primary duty of the Director of Engineering is to provide maximum efficiency in providing electric and broadband services to members, designing the optimum electric system consistent with good economics, safe practices, current laws, codes, and sound engineering principles while in accordance with established objectives, policies, budgets and plans of the cooperative.
Location: Cookson Hills Electric Cooperative Headquarters, Stigler, OK
Summary of Duties: To manage the Engineering Department to provide maximum efficiency in providing electric and broadband services to members, designing the optimum electric system consistent with good economics, safe practices, current laws, codes and sound engineering principles while in accordance with established objectives, policies, budgets and plans of Cookson Hills Electric Cooperative.
Specific Duties: • Develop and/or coordinate the four-year construction work plan outlining necessary system upgrades and expenditures. Presents to the General Manager, Board of Trustees for approval. • Develop and maintain current engineering model (WindMil). • Perform system protection and coordination studies to ensure a safe and reliable distribution system. • If PE licensed, perform work order inspections to confirm all construction is done in accordance with RUS specifications and NESC requirements. Sign 219 forms to be submitted to RUS for loan funds. • Responsible for metering and meter inventory. • Trouble shoot any issues related to the AMR (Automated Meter Reading) system. • Handle power quality issues and high bill complaints as necessary. • Program and place voltage regulating equipment, reclosing equipment and capacitor equipment. • Assist in developing the Capital and O&M budgets on an annual basis. Also required to manage the engineering portion of these budgets. • Insure proper system design and construction in accordance with RUS Bulletins and specifications, construction standards, good operating and engineering practice by review of staking sheets and work order inspections. CHEC Director of Engineering 2018 2 • Direct and assist with updates to the GIS (Geographic Information System) to ensure an up to date and accurate mapping system and database. • Directs the administration of the Joint Pole Use Contracts and billing. Approves all new attachments ensuring necessary pole strengths and clearance as required by the NESC. • Coordinate and oversee pole inspection program and import results into GIS system. • Directs the securing of necessary easements and permits for projects and properly filing executed documents. • Direct and assist the AMR/GIS Administrator to ensure accurate billing data. • Provide training to all engineering employees to ensure they are up to date with current technologies and developments. • Oversees distributed generation applications. • Implement and oversee Cookson Hills Line Extension policy as well as determine allowable expenditures for new commercial loads. • Assist in assigning proper rate tariffs to accounts and will also assist in developing any new rate schedules. • Work with and coordinate with consulting engineers as needed.

Educational Requirements: • Bachelors of Science Degree in Electrical or Mechanical Engineering strongly preferred. • 5-10 years utility experience and supervision preferred. • Electric cooperative background preferred. • Licensed Professional Engineer preferred.
Skill Requirements: • Must have a good attitude and always act in a courteous manner towards Cookson Hills Electric’s members and fellow employees. Must promote goodwill and safety in the workplace. • Must have good communications skills and keep employees as well as other departments informed of project status and goals. Will work very closely with Chief Financial Officer, Director of Operations, Purchasing Agent and customer service and accounting personnel. • Must be highly organized and detail oriented. Some travel within the Cookson Hills Electric system, as well as other locations for required training/conferences, will be required.
Working Conditions: • Majority of work will be in the office. There will be some limited travel required for training and meetings as needed and directed. May be some overtime required during emergency conditions or as needed. • Field work will also be required for inspections and equipment programming.
