This position is responsible for coordinating the complete procurement process of fuel and fuel related commodities including transportation and lab services. This position is also responsible for following a multi-year hedging process, maintaining awareness of domestic and international market conditions, and understanding how current and/or pending regulations may affect purchases. The Fuel Buyer may coordinate the emission allowance program (SO2, NOx, mercury, CO2) and may oversee the natural gas procurement and hedge programs.
Determines spot and contract commodity requirements within responsibility area, requests bids and evaluates bids to determine best proposal based on specific criteria. Fuel and fuel related commodities include, but not limited to: coal, limestone, lime, lime kiln dust, fuel oil, tire derived fuel, ammonia, Fuelsolv, MerControl, natural gas, biomass, petcoke, and various chemicals.
Negotiates spot and contract supply agreements and associated transportation agreements, and makes recommendation to manager.
Negotiates and administers natural gas transportation and purchase agreements for combustion turbines
Performs routine field visits for inspection to determine ability of contract supplier to perform prior to purchase, during shipment, and during blending. Physical due diligence involves reviewing permits, reserves, and mine plans.
Determines, through EKPC or commercial laboratory, the fuel or fuel related commodity quality prior to acceptance and payment.
Coordinates the gathering of calibration/certification reports in regards to origin weights and gathering bias test reports in regards to origin sample systems.
Involved with the processing and blending of fuel for each generating facility.
Gathers financial statements from privately held contract suppliers to be used in financial due diligence.
Ensures fuel and fuel related suppliers meets quality and quantity of each agreement and confirms supplier is in compliance with applicable regulations.
Develops evaluation criteria and evaluation models as needed.
Establishes market prices to be used in market price reopener negotiations for long-term contracts.
Develops and maintains EKPC's approved list of suppliers by recommending additions and deletions based on available information as required by Board and Administrative policies.
Monitors inventory levels based on inventory targets and makes recommendations to manage inventory.
Prepares and submits damage and loss claims and demurrage claims.
Conducts fuel oil procurement for power plants including combustion turbine facilities and other power generation sites.
Coordinates with dispatch/mid-term power supply regarding firm gas purchases and/or day ahead versus intra-day gas purchases to achieve the most economic cost and reliable supply of natural gas.
Evaluates length of contracts based on outside market forces, internal security, and economics and makes recommendations to manager.
Monitors market fluctuations and trends by maintaining constant contact with industry officials and continuous surveillance of market publications.
Develops procurement strategy for spot and contract agreements.
Coordinates with Material Handling Supervisor when coal goes through an inner plant transfer.
Coordinates staging of coal at off-site processing facility or dock.
Prepares reports to predict and track fuel and fuel related commodity requirements.
Develops fuel comparisons with area utilities and other informational reports including the fuel monthly report for management and the Board of Directors.
Establishes and maintains contacts with key staff of fuel and fuel related commodity producer or brokers to determine availability and price, and feasibility of possible future purchases.
Investigates with plant personnel alternate sources of fuel to reduce plant fuel cost.
Resolves any problems or complaints from the fuel or fuel related commodity vendors or power plant staff.
Prepares and submits for approval fuel and emission costs for budget and other purposes.
Visits power stations to determine if shipments are being received timely, within specifications and are not causing handling problems.
Prepares recommendations and presents to senior management for approval.
Reviews and makes recommendations to the manager on recommended changes to fuel and fuel related commodity procurement process and emissions program.
Prepares and revises data for Kentucky Public Service Commission fuel clause filings and recommends changes if applicable.
Works with other EKPC business units and outside consultants to develop fuel forecast for coal, gas, and oil and options for future generating units, as needed.
As necessary, develops emissions inventory levels and purchase quantities, negotiates purchase price and contracts, and coordinates timing of purchases.
Develops natural gas hedging strategy, if applicable, and makes recommendations as required to maintain its effectiveness.
Performs other duties as assigned.
Bachelor’s degree in a related area preferred. An equivalent combination of education and experience may substitute.
Five (5) years of related experience.
This position is considered entry level.
Natural gas experience is preferred but not required

Conditions of Employment
Primarily an inside position with usual office conditions.
Considerable travel within and outside the system and some work outside regular hours required. Travel may be overnight or in another state.
Must maintain valid driver’s license.
Must wear personal protective equipment as appropriate.
May be required to occasionally visit underground mines
May need to appropriately don a respirator if an event occurs underground.
Must follow all applicable safety guidelines during mine, dock, terminal, and/or supplier visits.
