Position Summary Description
Design, create and oversee enterprise Project Management Offices (PMO) and Project Management Center of Excellence (PMCoE). Directly accountable for overall portfolio management and project delivery process, while providing training, coaching and support to project sponsors, managers and teams. Drives the leadership, administration, decision-support and facilitation of a portfolio of projects and programs across the enterprise for the purposes of value add to the Cooperative and Member Systems. Leads all enterprise front end planning and resource planning activities and supports the execution of initiatives within the portfolio, working with all stakeholders to monitor and analyze activities to ensure maximum efficiency and effectiveness. This collaborative leader will contribute significantly to the analysis, prioritization, and other key inputs driving decisions regarding work plans, program and project execution, and strategy.
Qualifications and Education Requirements
BS Degree in Engineering, Project Management, or related field. Project Management Professional (PMP) certification. Masters of Business Administration (MBA) Degree is a plus. Ten (10) years of progressive experience in project management, program management and/or business analytics in a utility environment that includes proper alignment of people, process and technology to meet business requirements. At least three (3) years of planning and/or managing large complex projects.

Essential Functions
Maintains the protocols supporting enterprise project management standards
Directs the enterprise front end planning process, including the cross-functional assessment of business cases for project development.
Directs the overall performance, oversight, and reporting for portfolios of projects and program initiatives in pursuit of Cooperative short-term and long-term enterprise portfolio objectives.

Partners with project and program sponsors to assess risk of initiatives on business activities, develop mitigation strategies, and track progress against those initiatives.
Coordinates with other functional leaders in the development and approval of annual and multi-year work plans that proactively meet the needs of the Cooperative and Member Systems.
Provides project readiness assessment at each stage of the project methodology. Implement process improvement initiatives that help standardize on-going tracking and improve overall efficiency
Leads the resource analysis during the planning cycles and as input to the change request management process to allocate resources optimally and identify resource allocation risks.
Leads the performance functions for the processes, methods, tools, compliance and adoptions for project management, program management and other applicable areas of the governance model.
Monitors and evaluates project progress, risks, issues, and dependencies to maintain project portfolio controls, including developing and communicating delivery metrics.
Leads the development and implementation of project management standards, training and coaching concepts to strengthen project leaders.
Monitors, analyzes and continually communicates the overall health and status of the short-term and long-term enterprise portfolio, keeping senior and executive leadership informed for effective decision-making.
Administers and complies with applicable Seminole Electric Cooperative, Inc. Board policies.
Partners with other organizational leaders to identify and implement best practices and continuous improvement initiatives to improve productivity and optimize capital project cost.
Maintains effective working relationships with all stakeholders including employees at all levels within the Cooperative and Member System.
Supports the execution of corporate and division vision, strategic initiatives and objectives.
Performs other duties as applicable to the position or as assigned.
Physical Requirements
Must be able to follow established protective measures including wearing required personal protective equipment (PPE). Must possess a valid driver’s license and acceptable Motor Vehicle Report.
Working Conditions
Some travel and work outside of normal business hours. While working in certain areas of the transmission system there is the potential for exposure to hazards typical of an industrial working environment.
