Objectives
Performing the management functions of planning, organizing, staffing, directing, coordinating and controlling the activities of the Human Resources Department in accordance with established policies, plans, and objectives of South Central Connect/Electric.
Overseeing and administering the Cooperative’s employment policies.
Administering onboarding and personnel-related matters.
Coordinating employee and director training programs.
Participating as a management representative during labor negotiations.
Assisting Technology Department with regulatory agencies’ compliance requirements.
Authorities and Accountabilities
Within the guidelines of established policies, legal requirements, and authority delegated by the CEO, the Director of Human Resources assumes responsibilities and personally performs the following activities:
Assists the CEO in meeting the objectives and mission of the Cooperative by:
Developing operating procedures that will improve productivity, customer service, safety and employee morale;
Developing plans, programs, and standards for the Human Resources Department which will accomplish the objectives and mission of the Cooperative and the Human Resources Department and provide a means of measuring progress and accomplishments;
Recommending organization, policy or procedure changes which will improve the organizational structure;
Assisting in the development of position specifications and position descriptions for all positions for use in recruiting, hiring, transferring, and promoting personnel;
Assisting in the screening and interviewing of all job applicants and conducting reference checks on applicants considered for employment;
Administering the Cooperative’s drug and alcohol testing program and maintaining all records and reports related to the program;
Maintaining complete and accurate records, reports, and files for the efficient and legal administration of personnel-related functions;
Overseeing and administering the Company’s non-discrimination policy;
Participating as a management representative during labor negotiations and in all matters concerning union-management grievances and/or agreements;
Improving personal knowledge and abilities by reviewing newsletters and other publications and attending meetings, schools and seminars which may be of benefit in carrying out the duties of the position;
Manage the administration of workers’ compensation programs including relationships with Central Adjustment, the third-party administrators and Managed Care Organizations.
Work with Safety and Training Director in conjunction with OSHA requirements compliance.
Review annually policies and procedures, making appropriate recommendations to management and board of directors.
Develop policies and procedures as needed. Communicate additions or changes to employees.
Maintain knowledge of industry trends and employment legislation and ensure compliance.
Coordinate the annual performance evaluations. Monitor performance evaluation program and revise as necessary.
Administer classification program, which includes classifying, and re-classifying positions and writing job descriptions.
Assist appropriate departments with the posting of positions, interviewing and selection of personnel. Administer pre-employment assessment as well as background screening.
Administer the new employee onboarding program.
Work directly with staff to assist them in carrying out their responsibilities on personnel matters.
Maintain cooperative organization chart and employee directory.
Conduct exit interviews.
Assure compliance and perform all required recordkeeping of Human Resource laws including EEO, ADA, AAP and FMLA.
Assist Technology Department with compliance reporting to various regulatory agencies in relation to the fiber project.
Perform other duties and activities as assigned by the CEO.
QUALIFICATIONS
Must have the ability to initiate and maintain complete and accurate records, reports, and files for the efficient and legal administration of personnel-related functions.
Must serve as a liaison between the Cooperative and various Federal, State and local agencies and groups in meeting legal requirements relating to human resource matters.
Must serve as a liaison between employees and management in the resolution of employment-related concerns.
Must be capable of communicating with management, employees, directors, members, governmental agencies, and the general public.
Must be able to work effectively on a daily basis with a variety of individuals.
EDUCATION
Minimum of a four-year college degree in business administration or human resource Management or a related field, or equivalent business experience.
EXPERIENCE
Minimum of five years of experience in human resource management or a related field.
REPORTING RELATIONSHIPS
Reports to the Chief Executive Officer.
