SUMMARY: Under the direction, delegation of authority and responsibility given by the New Mexico Rural Electric Cooperative Association (NMRECA) Board of Directors, the Chief Executive Officer (CEO), shall manage and be responsible for the overall operations of NMRECA, including administration of the New Mexico Rural Electric Self-Insurer's Fund (NMRESIF) and Enchantment magazine, and accomplishing all its responsibilities and objectives. The CEO will provide vision, advice, and assistance to the Board of Directors concerning industry changes, strategic planning, business objectives and policy needs that will support the success of NMRECA membership. The incumbent will ensure the leadership and management functions of planning, organizing, directing, coordinating, and controlling the activities and affairs of NMRECA are in accordance with the established policies, strategic plans and business objectives as delegated by the Board. The CEO will establish other delegated positions, departments, and authorities to aid in accomplishing their duties. The CEO will develop and implement processes for NMRECA's government compliance and relations initiatives, especially those that affect NMRECA, and its member cooperatives, and ensure they are maintained at acceptable levels. The CEO will provide the foundation to maintain positive business relationships, including but not limited to regulatory agencies and all branches of the State and Federal governments. The CEO shall provide maximum service to all members through highly effective communication, leadership, and management. The incumbent will establish means to provide information to Member Managers/CEO's regarding important, timely and complex topics.
SUPERVISORY RESPONSIBILITES: Office Manager; Director of Communications; Self Insurer's Fund Administrator; Administrative Assistant.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Organization: Reviews periodically the activities and procedures of NMRECA and recommends to the Board of Directors the organizational structure that would most effectively carry out NMRECA's plans, programs, policies, and objectives. Responsible for assignment, development, and staffing to meet the needs of the NMRECA. Responsible for the administration of the NMRESIF, associated safety/loss control programs, and the Enchantment magazine. Responsible for all third-party contracts and vendor relationships.
Directing: Directs the operations and activities of NMRECA, ensuring that all responsibilities, authorities, and relationships are understood, accepted, and reflected in operations. Delegates appropriate authority to staff to accomplish the objectives of NMRECA. Directs all lobbying efforts.
Planning: Periodically reviews existing NMRECA policies and recommends changes or additional policies to the Board of Directors. Initiates and develops budgets and strategic plans for NMRECA Board consideration. Plans and recommends to the Board of Directors policies on finance, organization, legal, personnel, and compensation. Plans and recommends legislative initiatives.
Responsibilities: Attends and participates in national, regional, state rural electric and other related organization's meetings; and serves on associated committees. Secures legal advice from legal counsel as necessary. Reports to members at NMRECA annual meetings and member's annual meetings on the status of NMRECA. Reports to Directors on NMRECA's operations. Approves all major and non?routine purchases and signs checks in accordance with check signing policies. Recommends necessary NMRECA insurance coverage, and procures additional insurance requirements, as directed by the Board.
Controlling: Establishes and analyzes appropriate metrics and information to ensure organizational performance is being accomplished within budget. Receives and analyzes monthly operating reports. Periodically reviews bylaws and after consulting with legal counsel recommends to the Board of Directors any required changes. Submits reports to state and federal regulatory agencies on behalf of member cooperatives. Reviews the annual financial audit to determine if corrective action is needed and sees that such action is carried out. Provides for an annual budget and financial plan that is adopted by the Board.
Relationships: Members: Establishes and maintains good member relations that promotes unity within NMRECA. National and State Associations: Participates in meetings and serves on committees. Keeps informed of industry, economic and social trends, policies, and new developments. State?Federal Agencies: Observes rules and regulations as they apply to NMRECA. Public and Community: Represents NMRECA in public and community functions that promotes NMRECA's philosophies and objectives. Ensures education is provided to members about future changes in policy, at NMRECA, or the industry in general that will have an impact on NMRECA or its member cooperatives.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the education, experience, knowledge, skills, abilities, and behaviors required of this position.
Education and Experience: Requires a related Bachelors' degree and 6 years or 10 years (absent a Bachelors' degree) of directly related experience in increasingly responsible administrative, management, and supervisory roles. Requires extensive knowledge of electric cooperative operations, rates, business environment, goals, and objectives, from both the G&T and the distribution cooperative perspectives. Requires demonstrated experience in regulatory and legislative processes at both state and federal levels. Education may be substituted for applicable experience at a rate of one year of education for one year of experience.
Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, members, and peers.
Reasoning Ability: Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists.
Computer Skills: Experience with Microsoft Office and other business software applications.
CERTIFICATES, LICENSES, REGISTRATIONS: Current driver's license is required.
WORK SCHEDULE REQUIREMENTS: Generally, works a weekday daytime schedule but may be required to work extra hours, weekends, and holidays. Out-of-town and overnight travel is required. Travel on short notice may also be required.
RESIDENCY REQUIREMENT: Position requires residency with a reasonable distance of the NMRECA office that is located in Santa Fe, NM.
