Purpose of Job:
The NERC Compliance Manager will work out of ODEC’s Glen Allen, VA office. This highly impactful position manages ODEC’s NERC program and oversees ODEC’s compliance efforts to meet its regulatory obligations. This position will be the interpretive authority on NERC FAC, PRC, MOD, and VAR Reliability Standards and Requirements, as well as coordinate training for the NERC CIP, ERO, IRO, PER, and TOP Reliability Standards and Requirements. The individual will work within the Compliance team to lead the NERC Compliance efforts of ODEC’s three generation facilities and its Member Cooperatives’ Distribution systems.
Essential responsibilities include:
Ensuring that ODEC’s NERC Compliance program is one homogeneous program based on the same platform and reviewed/updated at least annually.
Developing and managing internal implementation plans and working with subject matter experts (SMEs) and operations staff to ensure timely execution of identified milestones.
Drafting and reviewing new/modified associated internal procedures and compliance guidance to ensure full compliance is met prior to the first day of enforcement.
Obtaining required information/evidence from ODEC SMEs, storing evidence in the corporate archiving system, and making submittals to Reliability First and SERC in a timely manner.
Conducting formal internal investigations to identify potential matters of noncompliance. Reporting outcomes, including recommendations to prevent reoccurrence of noncompliance or near miss matters, to senior management.
Attending and participating in various power plant Users Groups where NERC Compliance issues are frequently on the agenda.
Participating with regional and national NERC affiliates, including working groups and peer interest groups.
Developing comments and voting recommendations with regional and national organizations to reflect ODEC’s interests.
Assisting in onsite and offsite compliance audits including audit preparation to consolidate evidentiary documentation and audit responses, meticulously reviews documentation prior to submittal to auditors.
Minimum Requirements:
5+ years NERC auditing/compliance experience, or relevant power system operations experience, and/or engineering, reliability or power system security experience required
Critical Knowledge, Skills and Abilities:
Relevant industry experience with operational technology, specifically SCADA/EMS, substation and/or power plant automation, communication, and/or network implementation and physical security
Knowledge of NERC rules and at least one of NERC GO, GOP and/or DP Standards required.
Excellent communication, collaboration and influencing skills at all levels of the organization
Proficient presentation skills, diplomacy and facilitation skills ranging from technical to non-technical audiences at all levels of corporate hierarchy
Preferred Knowledge and Skills:
Certifications related to Bulk Power Systems operations, risk management, compliance, and/or security (e.g., NCSO, CRISC, CCEP, CISSP), preferred
Education: Bachelor’s degree in Engineering, Management of Information Systems, Business, Economics, Computer Science, or related discipline OR equivalent experience directly applicable to the reliability and security of the Bulk Electric System
Travel details: Travel required as necessary, to include some overnight travel
Working Conditions and Physical Demands: Interact effectively and frequently with others through verbal communication, in person, phone, video and email, work approximately 8-hours weekdays and as needed in an office environment, use a laptop frequently using hand-eye coordination, travel via automobile and commercial airline when required, make presentations to small and large groups as needed
