BARC Electric Cooperative (BARC) is a customer-focused, diversified rural electric cooperative, engaged in electric service, Internet services, and solar programs. The Geographic Information System Tech (GIS) Project Manager has duties and responsibilities related to both electric operations as well as fiber/broadband. These include:
Provide expertise in data creation through conversion of existing data sources into GIS data, expertise in field survey methods and differential correction, data file management, and development of cartographic products. Operate and maintain the cooperative’s GIS/mapping infrastructure, including GIS applications and data, GPS devices and operations, staking applications and data, and other various applications dependent upon the GIS/mapping infrastructure (outage management, automated vehicle location (AVL), and engineering modeling applications). Oversees contractors to ensure projects are completed on time and to specifications. Work cooperatively with vendor support representatives, IT and Engineering personnel, and end users to provide system support and ensure continued system functionality.
ESSENTIAL JOB FUNCTIONS are listed below:
Outlines the tasks involved in the project and delegates accordingly.
Conducts cost analysis, estimating expected costs for the project.
Prepares and implements a budget based on estimates.
Conducts risk assessments; reports identified risks to management; provides recommendations for mitigation of risk (including termination of the project if appropriate).
Addresses questions, concerns, and/or complaints throughout the project.
Acts as a liaison between the Cooperative, members, and vendors.
Create, revise, and maintain technical data used for reports, maps, and sketches.
Create, revise, and maintain material and property equipment records.
Operate large scale plotters and other duplicating equipment.
Provide support for BARC personnel and contractors for GIS/mapping systems and staking
Design and run moderately complex queries and reports defined to pull data from graphical and non-graphical databases.
Performs other related duties as assigned.
Job duties of this position are both based in an office environment and outdoors. However, the successful candidate will be expected to traverse difficult terrain when necessary, work outdoors in all types of weather, move heavy objects on occasion and generally have the ability to complete challenging physical work.
Minimum Qualifications:
Must be a High School graduate
Must maintain a valid Virginia Driver’s license
Preferred Knowledge:
ESRI ArcGIS Server, and desktop GIS products
GPS devices and operations
MilSoft WindMil engineering application
UPN system (including engineering and operations applications)
Microsoft SQL Server and Oracle RDBMS
Working knowledge of NRECA Multispeak standard
Working knowledge of electric delivery system topology
Microsoft Office applications
Excellent verbal and written communication skills

Desired Education/Experience:
Associate's degree in GIS, Computer Science, Electrical Engineering or related technical field, or equivalent work experience
Additional IT and engineering/technical certifications preferred
Supporting and maintaining GIS/mapping applications
Administering and maintaining computer data and databases
Obtain VDOT Work Zone Safety Certification (flagging training)
Obtain AED certification
Maintain the order and appearance of assigned vehicle.
