Responsible for managing, reviewing, and evaluating projects assigned to district team members and leads on residential and commercial service requirements to ensure quality work is being delivered. This includes but is not limited to the management of design, construction, inspection, maintenance, and accounting of overhead and underground electrical distribution facilities. Review and assigns projects to team members and engineering firms as needed. Coordinates training and development for field services team
Essential Job Functions
Manage the process for TXDOT and municipal improvement projects such as road widening and related system work plan.
Ensure timely delivery of design and staking for work plan projects to meet the needs of engineering, operations, and members.
Manage maintenance projects to determine associated work requirements for development of staking sheets and design delivery to operations.
Identify and implement departmental training needs.
Manage schedules for equal distribution of workload within the field services department and sourcing of external engineering firms when needed
Keep senior staff informed of project growth, issues, and potential concerns.
Prepare all documentation required for monthly board report
Manage field services fleet requirements to ensure safety conditions are met.
Monitor analytics to ensure optimal team productivity and safety.
Communicate municipal and TXDOT improvement needs to management in a timely and organized manner for budget analysis.
Assist others to understand research requirements for proper documentation and filing of easements.
Develop team leads by identifying areas of needed training to achieve professional growth.
Reconcile escalated member issues.
Review proposed distribution line extension and/or upgrades from team members.
Create electronic staking sheets and perform right of way flagging/field staking of line necessary to provide the requested service.
Perform right of way field investigations, easement research, and related support as needed for project management.
Perform system inspections which will include examination/documentation of pole-line conditions, asset inventory, GPS data collection, joint use contacts, and right of way condition assessment.
Review staking sheets and cost estimates to ensure accuracy, proper application of EUSA allowances and application of tariff.
Must work well and provide leadership in a team environment.
Collaborate with different internal teams on best practice design and proper application of tariff.
Tracks team vehicle utilization to ensure efficiency, proper use and time management.
Create standard operation procedures to create efficiency for the department.
Manages emergency operation plan for the department during emergency events.
Schedule quarterly safety meetings for the field services team.
Must comply with Cooperative safety rules and regulations.
Must maintain confidential information as required by Cooperative Confidentiality Policy.
Perform other functions and requirements of the position as may be from time to time deemed necessary by management.
Position Requirements
Education Requirements-
Minimum of a High School Diploma or equivalent
Prefer Bachelor’s degree in relevant field.
Electrical Staking/Design certificate or equivalent
Experience-
Prefer 10+ years of experience in electric utility system design.
Prefer at least 5 years of supervisory experience.
Proven team leadership ability
Job Training-
Continued training on required field staking software and GPS equipment.
Continued leadership training through NRECA, LinkedIn learning, etc.
Communications Skills
Possess excellent oral and written communications skills.
Possess excellent presentation skills.
Speak and understand the English language fluently.
Computer Skills
Ability to use AUTO CAD tools to design subdivision infrastructure for presentation to developers.
Knowledge of Microsoft Office Suite.
Analytical Skills
Must be able to apply engineering theory to the design of electric distribution lines.
Must be able to understand GIS mapping terminology, survey concepts, and basic ESRI concepts.
Must be able to interpret system maps, engineering drawings, and staking sheets.
Ability to learn and apply basic computer, technical, and mathematical skills.
Other Skills
Must have and maintain a valid Texas State Driver’s License, minimum Class C. If a valid Texas State Driver's License has not been obtained, then it must be acquired in a reasonable amount of time as specified by the cooperative.
Relationships
Reports to Chief Strategy Officer & Vice President of Engineering
Work with Work Order Technicians, Engineering, Business Development, GIS, Operations, and other Cooperative staff to address service issues.
Work with Members, Construction Personnel, Government Entities, Large Developers and Commercial Contacts.
Physical Demands

Heavy lifting or moving of materials: Occasionally – Up to 50lbs.
Eye-hand Coordination: Frequently – Ex: Use of hand tools and computer equipment.
Location: Indoor 20% of time, Outdoor 80%
Work Conditions:
Occasional overtime and after-hours work as required during major events and for systems upgrades and issues. This position will be required to work outdoors in all weather conditions. Position may be required to work in extreme terrain conditions, including but not limited to, highway ROW, high elevations, steep canyons, and creek beds. Position may encounter contact with wildlife while on site including hazardous insects, plants, animals, and other environmental hazards. Position is subject to irregular hours based on unforeseen circumstances and requirements. Position may be subject to travel and overnight stays on location based on need. Position will travel extensively by car or truck throughout the TCEC system.
