SUBSTATION AND EQUIPMENT MAINTENANCE TECHNICIAN
OBJECTIVES
To provide for installation, testing, and maintenance of Cooperative's substation equipment and line devices.
To keep abreast of new developments in electrical substation devices and substation testing procedures.
REPORTING RELATIONSHIPS
Reports to: Supervisor-Substation and Line Device Operations
ESSENTIAL FUNCTIONS
Performs testing and maintenance on all substation power equipment.
Performs testing and maintenance on all distribution line equipment.
Installs equipment and systems including control wiring, conduit, and field wiring during substation construction.
Installs and maintains security systems and cameras at substation sites and other Warren RECC facilities.
Programs, installs, tests, and troubleshoots microprocessor relays, regulator controls, and capacitor controls.
Interprets test results and makes determinations/recommendations on corrective action if needed.
Proficient in testing substation and line device equipment
Installs radios, antennae, fiber, and other communication equipment in substation and line device equipment.
Performs infrared inspection of substations and other Warren RECC facilities.
Performs oil sampling and testing of oil-filled equipment.
Monitor, clean-up, and mitigate spills in Warren RECC oil storage area.
Perform oil spill clean-up in Warren RECC service area.
Maintains test and inspection records.
Performs switching in substations and on distribution and transmission lines.
Maintains switching order and drawing files in each substation.
Performs monthly and semi-annual inspections of all substations and line equipment.
Works in proximity to energized equipment (up to 161 kV) in substations and line equipment observing accepted safety precautions.
Advises Operations personnel with transformer connections and applications.
Aids in the formulation of Department work plan and budget.
Provides recommendations for needs of the Section in the areas of facilities and equipment.
Assumes responsibility for maintenance of tools, transportation, and work equipment assigned to section.
Recognizes conditions detrimental to system operations and reports such conditions promptly.
Works according to safety rules and policies adopted by Warren RECC, is responsible for own safety, and reports all accidents to supervisor.
Complies with traffic laws, regulations, and safe practices while operating any company equipment.

JOB SPECIFICATIONS
POSITION Substation and Equipment Maintenance Technician II
EDUCATION High school graduate or equivalent. Two years technical training in electrical or mechanical courses or equivalent of 5 years of electric utility experience required.
EXPERIENCE Minimum of four years as a Substation and Equipment Maintenance Technician I. Troubleshooting experience is a must in the maintenance of substation and line equipment.
KNOWLEDGE Must have knowledge and understanding of testing procedures of Warren RECC equipment. Must have knowledge and understanding of electrical and electromechanical systems and their associated wiring systems. Must have ability to analyze and troubleshoot problems. Must be able to read schematics and wiring diagrams. Must understand the current edition of the APPA Safety Manual. Must understand EPA rules and regulations related to oil-filled equipment, spills, and mitigation. Must have a knowledge of first aid, CPR, and AED use. Must be familiar with service area and have a working knowledge of mapping system. Must be willing to attend courses related to work.
ABILITIES AND SKILLS Must be able to work in repair lab and in energized field situations including aerial locations with voltages up to 161 kV. Must be able to execute daily work assignments. Must be able to maintain accurate records. Must be able to work with others as well as individually. Must be skilled in all work required in connection with the installation of materials, apparatus, and equipment used in the construction and maintenance of electric substations. Must be able to effectively work with color coded wires. Must have computer skills to easily access records.
WORKING CONDITIONS Must be able to work or help in all types of weather. Some heavy lifting in excess of 50 pounds is required. Must keep work areas and vehicles in a neat and presentable manner.
OTHER Must have a valid CDL License.
