The Construction Project Manager 1 is responsible for all construction related activities involved in the construction process. Regularly communicates with members, customers, developers, and city officials as needed concerning construction logistics or discrepancies in facility installations. The Construction Project Manager possesses a critical role in ensuring contract compliance, project logistics management and inspection standards.
Primary Position Responsibilities
Complies with CoServ standards, specifications, and approved construction practices.
Has the responsibility and authority to enforce compliance and halt construction activities for both CoServ or construction contractor crews when those activities are in non-compliance with CoServ standards, safety operating procedures, specifications, and approved work practices.
Responsible for inspecting overhead, underground, maintenance and streetlight construction projects as assigned.
Prepares inspection reports, documents project inspection, and rectifies as-builts/invoices related to construction work orders.
Maintains a working knowledge of the Cooperative’s distribution system and of electrical line equipment.
Randomly inspects CoServ’s system and reports any required maintenance to a Construction Management Representative to generate a Work Order.
Wears required PPE and Fire Retardant clothing when applicable.
Attends regular city planning and task force meetings concerning the logistics of development and system construction projects.
Maintains a working knowledge of local codes and ordinances, PUC regulations and rules, CoServ’s tariff, service rules and line extension policies.
Follows NEC, NESC, OSHA, REA, ANSI standards, IEEE recommendations, CoServ safety procedures, and state codes in the conduct of all work.
Provides and updates GIS with the necessary field data to keep system maps current.
Maintains a working knowledge of the Cooperative’s gas distribution system.
Inspects and monitors construction sites to ensure adherence to safety standards, specifications, and contract compliance.
Works closely with electric and gas project engineers, staking technicians and system design personnel to ensure project execution.
Responsible for project closing procedures including material requisitions, excess material returns, invoice discrepancies, accurate inspection reports and processing through accounting.
Has the responsibility to require contractors to possess proper job packet information during construction including design(s), permit(s), specifications, and any required utility locates.
Responsible for reviewing and approving invoices, change orders, as-builts and final billing for all construction projects assigned.
Accountable for project scope, scheduling, inspection reports, materials, and customer satisfaction.
Complies with established CoServ safety and operating rules, procedures and guidelines including reporting unsafe practices to a supervisor.
Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines including reporting suspected information security incidents to Tech Support.
Secondary Position Responsibilities
Acquires Competent Person Training and maintains qualification.
Maintains small tools and company equipment in proper working order.
Responsible for ensuring the routine maintenance on the assigned company vehicle is current.
Coordinates inspection activities and project scheduling with third party inspection company.
First Aid and CPR certification shall remain current.
Attends monthly Construction Management department safety meetings.
Attends CoServ University and Industry training as required.
Performs other duties and activities as directed.
Education and Certifications Required
High School Diploma or G.E.D. equivalency.
Education and Certifications Preferred
Journeyman Lineman
Experience Required
Three (3) years of experience in the electric utility industry or related field.
Experience Preferred
Working knowledge of CoServ’s distribution system.

Works in areas with possible exposure to poison oak, poison ivy, and insect stings.
Works, on occasion, in potentially hazardous conditions.
Other Requirements
Must have and maintain a valid Texas driver's license.
Must live within 10 miles of the CoServ operations residential boundary.
