Responsible for providing engineering support for water resources and water rights issues and field activities (including land use) involved in the development, management, engineering, and construction of water rights, facilities, contracts and other water uses for generation or other Tri-State needs. Researches and analyzes water resource and water rights issues; prepares reports from research with recommendations for consideration by Management and Board, as required. Conducts special water rights studies related to adjudication activities; assists attorneys in preparation of legal pleadings; and coordinates other consultant activities, as needed. Develops contract or agreement technical specifications and any other requirements of bid packages specifically required for water resource projects.
Note:There is one position available, and the position will be filled at one of four job grade levels: Engineer I Water Resources-Field, job grade NB18; Engineer II Water Resources-Field, job grade NB20; Engineer III Water Resources-Field, job grade NB22 and Senior Engineer Water Resources-Field, job grade NB23. This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Hiring Salary Range: $107,000-$134,000
Engineer III Water Resources-Field
Hiring Salary Range: $97,000-$122,000
Engineer II Water Resources-Field
Hiring Salary Range: $80,000-$101,000
Engineer I Water Resources-Field
Hiring Salary Range: $66,000-$83,000
Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Research and analyze water resource and water rights issues; prepare reports from research with recommendations for consideration by Management and Board, as required.
Conduct special water rights studies related to adjudication activities; assist attorneys in preparation of legal pleadings; and coordinate other consultant activities, as needed.
Develop contract or agreement technical specifications and any other requirements of bid packages specifically required for water resource projects.
Participate in preparation, interpretation and negotiation of water resource agreements (exchanges, delivery, facility interconnections, and purchases) with other utilities, government agencies and private interests.
Develop and maintain project schedules and budgets, as assigned.
Complete reporting of all water resources or water rights information to local, state or federal agencies.
Review and analyze pending federal and state water legislation and regulations for any impact to current or future water resources, water rights, or water facilities.
Assist in development of standards, administrative guidelines, and/or other specifications for negotiated and executed water agreements.
Serve as primary contact on assigned projects.
Assist with conducting review of capital or maintenance projects related to water projects or agreements.
Monitor water resource/rights activities to ensure compliance with the technical and regulatory requirements of the contract or agreement documents.
Provide support in the development of onsite operating staff in preparation of commercial operation of generation facilities, through construction and commissioning.
Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.
Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

REQUIRED JOB QUALIFICATIONS
Education and Training
Bachelor's degree in Engineering.
Knowledge, Skills, and Ability:
Knowledge of water rights administration, water and/or natural resources administration, hydrology, watershed management, land revegetation practices, economics, finance, quantitative business analysis, contract negotiations or administration.
Knowledge of Colorado water resources and western water law and state/federal water rights administration procedures.
Working knowledge of related computer programs and applications, including spreadsheet and presentation programs.
Ability to maintain effective working relationships.
Ability to communicate effectively, both verbal and written.
General knowledge of safety policies and procedures and government regulations affecting electric utilities.
General knowledge of surface mining and farming operations.
Experience:
Eight (8) years' experience with water rights administration, water rights analysis, and hydrology related to power generation equipment, facilities and operations.Note:The above requirements describe the experience and education qualifications for the Senior Engineer Water Resources-Field. Those with less experience will be hired at the Engineer Water Resources-Field I, II or III job grade level, as appropriate.
