Position Summary: Under the direction of the Director of Operations, responsible for Cooperative’s mapping system. The GIS Technician develops, maintains, revises and inspects digital maps showing system facilities and geographical features using GIS components within the scope of his/her training, in a safe and efficient manner within accepted McKenzie Electric Cooperative (MEC) and Rural Utilities Service (RUS) operations standards.

• Responsible for the Cooperative’s mapping system, develop, maintain, inspect and revise digital maps showing system facilities and geographic features using GIS components.
• Creates databases to satisfy information requirements for electronic maps.
• Assess growth potential of newly developed subdivisions.
• Verify open points, substation circuit numbers, protective equipment numbering, etc.
• Prepares and maintains circuit diagrams of the system showing phasing, voltage, conductor size, etc. for switching operations, coordination of relays, transformer banking, etc.
• Update maps and records of substations, distribution transformers, reclosers and other relevant MEC facilities.
• Maintain communication links between all applicable systems and the Cooperative’s mapping and OMS applications.
• Verify and update tax district boundaries for the accounting department valuation records.
• Verify correct mapping information from staking sheets.
• Performs field checks and collects necessary data of existing facilities and completed new construction when needed using Cooperative’s staking sheets and software. This requires going into the field.
• Communicates with billing department to verify new customer equipment location numbers.
• Maintain communication with the Operations department to ensure the accuracy of the Cooperative’s mapping system.
• Prepares and updates charts, graphs, maps, and records of system growth, productivity and quality of service.
• Prepare map exhibits as requested by supervisor.
• Reviews and maintains inspection records submitted through the Cooperative’s inspection platform and ensures proper follow up is taken; service orders created, map corrections made, etc.
• Establishes metrics to track key indices of cooperative including by not limited to annual distribution and transmission line inspections, compliance with annual requirements, new services, etc.
• Works closely with locating contractor(s) to maintain safe operation and identification of MEC facilities.
• Performs all responsibilities in accordance with McKenzie Electric Policies and Operating Procedures.
• Assist the engineering department with work orders and managing data when necessary.
• Perform basic system model analysis.
• Other duties as assigned by direct supervisor.

Education/Experience: Associates Degree and 2+ years of experience in a related field is preferred.

Certifications/Licenses: A valid ND Class A driver’s license is required.

Knowledge: Requires proficiency in ArcGIS, Microsoft Word, Excel, and Adobe. Knowledge of Windmil products and related mapping applications are preferred.

Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of members or employees of organization.

Mathematical Skills: Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.

Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form.

Work is mostly indoors. Position requires infrequent travel within the service area. Field duties require working outdoors in weather conditions that vary from sub-zero cold to heat above 90 degrees, in wet and dry conditions and in terrain from flat urban to rugged rural areas. May require work on the weekend and after hours to meet deadlines or address problems. Some travel to industry trade shows and training conferences.  This position also requires the operation of light duty vehicles and off-road vehicles.   

Frequent physical activity to include walking, stooping, bending, lifting up to 25 pounds, occasional lifting in excess of 25 pounds, climbing, kneeling, reaching, crawling and pushing. Requires repetitive motion with hands and fingers such as keyboarding and drawing.  Working in awkward positions and enclosed spaces is minimal. Job requires sitting most of the time.
