Key Roles
This position is responsible for overseeing fleet operations of the cooperative along with maintenance, operation, and disposition of direct and related assets.
Key Responsibilities
Coordinates procurement, maintenance, operation, and disposition of EKPC fleet assets comprised of approximately 400 vehicles and related equipment.
Oversees contract fulfillment of vehicle maintenance provided by contractor including verification of monthly invoices, resolution of service concerns, scheduling, tracking costs, participating in bid evaluations, reviewing specifications, and generation of repair, procurement, and related metrics.
Benchmarks with other utilities and organizations (NAFA, Fleet Answers, etc.) to remain current on equipment and practices.
Maintains records related to assets subject to regulatory compliance (e.g. fuel facility, vehicle wash facility, etc.).
Remains current on DOT and OSHA regulations concerning inspections and fleet operations, including aerial equipment inspections and maintenance.
Works closely with vehicle maintenance contractor to ensure technicians are properly trained to maintain compliance with DOT and PSC regulations.
Implements, maintains, and coordinates contracts with equipment suppliers, consultants, and contractors.
Works with vehicle maintenance contractor in preparing cost estimates for repair of EKPC fleet assets, monitors costs, and budget.
Reviews contracted maintenance repair work to ensure conformance to contract specifications, quality workmanship, and cost effectiveness.
Acts as a liaison between EKPC and vehicle maintenance contractor for all vehicle and equipment issues.
Utilizes and maintains computerized information management system for record keeping, analysis, evaluation, and report and metrics generation for vehicle, equipment, and facilities usage and history.
Generates annual drive-home permission report with vehicle driver assignments to ensure accurate information for internal auditor.
Oversees required yearly permit process (e.g. over length, over width, fuel, etc.).
Oversees and schedules yearly required testing and inspections (e.g. dielectric, DOT).
Reviews and implements vehicle replacement and standardization policies, tracks vehicles and equipment that meet replacement criteria, and provides vehicle replacement reports to relevant teams.
Partners with Supply Chain and teams to ensure purchase of new vehicles meets requested specifications and is in accordance with vehicle replacement policy.
Coordinates selection, procurement, installation, testing, and acceptance of vehicles, equipment, components, and accessories.
Provides cost metrics associated with baseline vehicles, additional packages, and non-standard or additional accessories and components.
Meets with fleet customers and makes site/field visits to maintain current knowledge of field operations as they relate to equipment needs and repairs.
Oversees GPS Fleet Management solution for tracking and diagnostics of vehicles.
Oversees contracts related to preventative maintenance, cleanliness, operation, and improvements of the EKPC car wash and fuel facilities.
Performs other duties as assigned.
Key Requirements
Education:
High school diploma or equivalent required.
Relevant technical degree or related certifications, e.g. automotive technician or related preferred.
National Association of Fleet Administrators (NAFA) Certification preferred.
KY UST Operator certification preferred, or acquired within 30 days of position start.
Experience:
A minimum of three (3) years of related experience and knowledge in vehicle repair and maintenance of utility fleet preferred.
Skills and Abilities:
Proficient in Microsoft Office applications with an emphasis on Excel required.
Familiarity with fleet management and analysis applications (e.g. CFA, Asset Works, Fleet Focus, Maximo, etc.) software preferred.
Familiarity with vehicle equipment and configurations ranging from passenger cars through light duty, heavy duty trucks, construction equipment, and tractor trailers.
Ability to work with other departmental staff and supervisors in developing and implementing contracts and other agreements.
Familiarity with DOT regulations.
Strong listening, written, and oral communication skills.
Excellent interpersonal skills and the ability to work with a variety of personnel including external contacts.
Provides excellent customer service and maintains a positive attitude.

Some travel within the system and occasional out-of-state, which may be overnight.
