MANAGER, TALENT ACQUISITION AND ONBOARDING
POSITION OBJECTIVES: To provide for the planning, development, and direction of comprehensive talent acquisition, diversity, and compliance programs necessary to meet the needs and objectives of the Cooperative; to work with management to understand current and future workforce needs and continually evaluate and recommend improvements to hiring processes such as sourcing and selection of most qualified candidates for the Cooperative; to provide assistance in the development and administration of system-wide human resources’ policies, procedures, and programs supported by proper managerial controls necessary to help ensure a sound organizational structure; to ensure all recruitment and selection procedures are in accordance with current labor legislation and Executive Order 11246, as amended; to provide leadership, communication, and vision in a team oriented environment in accordance with the Cooperative’s mission, vision, and values.
MINIMUM JOB SPECIFICATIONS:

EDUCATION: Require Bachelor’s degree in Business Administration or related field. Prefer course work in accounting, human resources, economics, labor law, insurance, finance, and business communications. Prefer PHR/SPHR or SHRM-CP/SHRM-SCP certification and/or DEI certification. Prefer Master’s degree with coursework similar to that listed above.
EXPERIENCE: Require a minimum of five (5) years of progressive Human Resource experience preferably with an electric utility or service type organization. Require a minimum of the most recent three (3) consecutive years’ experience in recruiting, hiring, and employment responsibilities. Prefer supervisory, human resources compliance, diversity and inclusion, behavioral interviewing, and change management experience.
KNOWLEDGE: Require a working knowledge of full lifecycle corporate recruiting and hiring and Human Resources Management Systems. Prefer a working knowledge of the principles and practices in the areas of human resources management, employee and organizational development, and employee benefits. Prefer basic understanding of all human resources disciplines, including training, compensation, benefits, employee relations, and fair employment practices. Prefer knowledge of managerial functions, including planning, controlling, and the application of supervisory principles in motivating those supervised to effective performance. Require ability to pursue a continuous program of self-development both inside and outside of work hours in furthering his/her knowledge to develop in the job and accept increasing responsibilities.

Directs: Talent Acquisition Specialist/Recruiter, Compliance and Employment Specialist, Human Resources Assistant
Internal: Actively participates within the Cooperative team environment to develop supportive relationships essential to the success of the functions of this position, achieving the results expected and encouraging throughout the organization the concepts of teamwork and cooperative spirit.
External: Develops and maintains supportive relationships with member/consumers, the general public, and other external contacts to assure positive results.
This position is primarily sedentary work; requires visual acuity in machine operation with inspection; requires ability to hear, talk, and perform repetitive motions; and is not substantially exposed to adverse environmental conditions.

ESSENTIAL FUNCTIONS:
Manage posting of Jackson EMC position openings, from requisition and approval to posting internally and externally on JEMC careers website and Department of Labor, and with external recruiting sources as appropriate.
Manage recruitment and selection process, including outreach, screening, interviewing, job-offer, and hiring of new employees with goal of hiring the most qualified candidates. Make recommendations for process improvement as necessary. Provide necessary related training. Ensure diversity outreach efforts.
Oversee management of Cooperative’s diversity efforts, affirmative action plan, and compliance programs consistent with all pertinent federal and state laws or regulations. Coordinate with Compliance and Employment Specialist to determine and achieve hiring goals relative to Affirmative Action Programs.
Guide relationships with both internal customers and outside recruiting sources including consultants, staffing agencies, colleges and universities, and other recruiting sources. Oversee management of Jackson EMC careers and recruiting websites and participation in career and job fairs.
Manage work-based learning programs, including college interns and co-op students, high school youth apprentices, and job shadowing. Make every effort to ensure positive experience for participants. Identify possible candidates for future full-time employment.
Manage process of internal employee transfers and promotions, and related announcements with designated representative in Communication department.
Ensure examination of employment applications, I-9s, and other related new hire paperwork for accuracy and completeness. Ensure processing of reclassification forms and entering of employment transactions into HRMS. Prepare appropriate reports as required or directed.
Ensure verification of identity and employment eligibility through E-Verify and ensure that all I-9 files are up-to-date. Conduct periodic I-9 files audit.
Ensure maintenance and security of personnel files and assist with management of HRMS. Ensure personnel documents are filed accurately and in a timely manner and that files are in compliance with Department of Labor recordkeeping requirements. Conduct periodic audits of personnel files.
Coordinate gathering and completion of job analyses as required or directed. Oversee maintenance of and periodic update of job descriptions.
Participate in short- and long-range strategic planning process for Cooperative’s workforce and manpower projections. Manage all recruiting and hiring actions and audit for compliance with Cooperative policies, procedures, and related laws or contracts.
Research decisions of governmental agencies, labor laws, and federal and state regulations which are directly related to recruiting, hiring, and compliance functions of the department and Cooperative and make necessary recommendations and plans to ensure compliance.
Work with Strategic Planning and Business Analytics in researching, analyzing, and utilizing appropriate human resources metrics, such as time-to-hire and retention.
Assist in development and administration of Cooperative's personnel policies and procedures, particularly as relates to Human Resources functions. Ensure that updates to Board Policies and Operating Procedures are recorded and published.
Assist in overall planning, design, and function of the Department of Human Resources and Employee Development.
Be familiar with and at all times follow the best safety practices set forth in the Cooperative's Safety Manual.
Attend and participate in the annual meeting as required or directed.
Perform such other duties as may be required or directed.
Education
