ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

• Manage and perform the research and analysis of tax pronouncements, rulings, laws, regulations and guidelines and appraise management of their implications on company operations. Develop viable alternatives and plans to minimize tax increases and maximize tax savings.
• Manage the timely preparation of tax returns, development of systems, maintenance of records, preparation of related reports and coordination with management.
• Coordinate and assist in negotiations with Federal and State tax authorities to gain favorable income, property, sales and use tax treatment. Research, analyze and prepare materials necessary to beneficially resolve disputes. Develop and maintain positive working relationships with taxing authorities.
• Assure the development and maintenance of a comprehensive tax planning and reporting system.
• Actively coordinate and assure that expert tax counsel is provided to other functional areas of the company where tax issues are involved including anticipated construction and operating plans, contracts under negotiation, and projected asset purchases and/or sales. Recommend appropriate strategies to maximize tax savings.
• Coordinate tax related issues with outside experts (when required) tax committees, external and internal auditors, member systems (as requested) and other organizations.
• Prepare annual budgets for all tax related expenses.
• Prepare and account for tax journal entries for both GAAP and FERC ledgers.
• Prepare tax footnotes for both SEC Form 10-Q and 10-K and FERC Form 3Q and Form 1.
• Prepare special reports and actively participate in special projects as assigned.
• Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

REQUIRED JOB QUALIFICATIONS

Education and Training:

• Bachelor's degree in accounting, tax or a closely related discipline, CPA desired.

Knowledge, Skills, and Ability:

• Extensive knowledge of and experience in researching income tax laws, rulings, guidelines, regulations and pronouncements.
• Extensive knowledge of property tax methodologies, appraisal theory, practices and procedures.
• Knowledge of generally accepted accounting and audit practices and theory.
• Working knowledge of State and Federal rules, regulations and guidelines (including IRS.)
• General knowledge of computers and working knowledge of spreadsheets, graphics and word processing.
• Ability to establish and maintain effective working relationships with tax authorities, Tri-State members, internal personnel, and other professionals.
• Ability to effectively communicate with others, both verbally and written.

Experience:

• Eight (8) years of progressive accounting and tax experience, including five (5) years of direct involvement in income taxes and/or property taxes.

Other:

• Electric utility experience desired.
• Cooperative experience desired.
• SEC experience desired.
• FERC experience desired.
• Public accounting experience desired.
• Willingness to travel as required. (Must possess a valid driver's license.)

DESIRED JOB QUALIFICATIONS:

• A minimum of four (4) years as an accounting supervisor. Management/Supervision: ability to organize and manage multiple priorities and supervise work of assigned staff, including projects and daily activities.

Work Environment: While performing the duties of this position, the incumbent is occasionally exposed to dirt/dust, chemicals, confined areas and noise. Most duties are performed indoors and at a desk, operating office equipment.
