Purpose of Job:
The Manager, Trading Operations is located in the Glen Allen, Virginia home office and directs the implementation of ODEC’s real-time and day-ahead energy purchasing decisions. This highly impactful position participates in the development of ODEC’s energy and gas purchasing and trading strategies, provides coordination of the operational aspects of the PJM market, implements short-term congestion management strategies and securing transmission as well as manages the scheduling of ODEC power generation resources, distributed generation and interruptible retail customers that impacts energy and gas purchasing strategies. This individual performs power purchase invoice verification/reconciliation/approval to ensure correct payments are made to major counterparties including PJM and submits the Federal Energy Regulatory Commission (FERC) Electric Quarterly Reports (EQR) filings on a timely basis.
Essential responsibilities include:
Manages ACES short-term procurement of energy pursuant to ODEC policies and strategies
Monitors changes in operational characteristics of plants and PJM rules, implementing such changes in various systems
Manages load control recommendations for member cooperatives interruptible load
Negotiates fuel cost policies with PJM and the Market Monitor
Reviews and settles power invoice reconciliation / verification
Works with SCADA personnel and ensures real-time load information is available to make power procurement decisions
Acts as internal department “control” authority for meeting Sarbanes-Oxley requirements for power supplier-billed information
Work Experience: Minimum 7 years’ experience in the power industry in a similar role required
Critical Knowledge, Skills and Abilities:
Must have a complete understanding of power markets and how they interact with ODEC’s power contracts
Must have an understanding of power plant operating characteristics
Must have an understanding of PJM regulations and regulatory compliance pertaining to power and transmission purchases and sales
Knowledge of FERC’s anti-market manipulation requirements and related business rules
Intermediate proficiency level of Excel
Preferred Knowledge and Skills:
PJM e-Tools Suite knowledge and experience
Education: Bachelor’s degree in Engineering, Mathematical, Accounting or related degree required
Travel details: Occasional travel required
Working Conditions and Physical Demands: Ability to enter data, look at a computer monitor for long periods of time, interact effectively with others through verbal communication, video and email, work full days (8 hours) in an office environment and work weekends during peak periods
