The SCADA Operations Manager reports to the Director of Engineering Services in the Electric Services Group. The Department is responsible for providing planning and operational services to the cooperative to ensure orderly and efficient development of the electric system and related control systems.
ESSENTIAL DUTIES
Customer Service: Provide outstanding service to internal and external customers. In all areas of responsibility, treats members, employees, and the general public in such a manner as to create the best possible understanding and acceptance of the Cooperative.
Management: Effectively manage the resources available to the department to achieve the agreed-on results in all areas assigned to the department and provide the necessary support and assistance to the other departments, districts, and groups to achieve the desired systemwide results. Practice participative management and foster its development throughout the organization to assure involvement and input of personnel at all levels in the organization to issues that affect their work.
Management of SCADA Master: Responsible for managing the annual SCADA support contract. Provides budgetary input for yearly SCADA needs. Programs back-end SCADA including databases and displays. Assures that SCADA master displays for each system substation and device function properly for all System Operators. Maintains the System Identity Manager (IDM) within SCADA, so that all SCADA users have a unique password login. Works with the Engineering Manager to develop DNP mapping points for each protection relay in the field to provide accurate SCADA data back to System Operators and Engineering Staff.
Relay Testing: Works with relay test firm on all substation protective equipment testing and assures proper yearly scheduling is maintained and up to date for each device according to company testing policy. Assists Engineering Technician with the development of test plans and implementation of test plans for all triple single line devices and assures all devices are tested according to company testing policy. Assures new devices are tested and commissioned in a timely manner for the system work plan. All devices are tested on a triennial or decennial schedule.
DERMS: Assures all system aspects of voltage reduction, load control and DER controls function properly, when requested to operate.. Assists System Operations and Director of Engineering Services guidance of when to control DR or DER devices. Provide the Director of Engineering Services with DER control data to prove corporate performance goals are met. Monitors and interprets data from ADMS applications to progress toward a Distribution Operator environment.
Construction Program: Provide staff services in carrying out the construction of electric plant substation projects including development of construction units, cost controls, schedules, policies, and practices. Provide staff services in carrying out the installation of all substation communications equipment and testing of each individual SCADA master point during commissioning. Works with Engineering Manager to assist with installation, troubleshooting and replacing protective relays and device controls.
Productivity and Safety: Develop and implement methods and procedures for safety and effectively carrying out the functions for which the department is responsible. See that a safety program is carried out in the department which meets the goals of the system safety program.
Advice and Assistance: Provide advice and assistance to the Director of Engineering Services on SCADA master software and hardware needs. Also provides guidance with ADMS operation within Blue Ridge Energy. Provides life cycle management of all operational technology assets in the field. Provides engineering support to districts when needed.
Planning and Budgeting: Assists Director of Engineering Services in development of system and department written plans including personal and operational plans and budgets to achieve stated system data collection guidelines.
Informing Director of Engineering Services: Keep the Director of Engineering Services fully informed of all progress, problem areas, and actions taken to meet problem areas and participate in group staff meetings to provide information and assist in resolving group problems.
System Operations: Provides assistance related to system loading, switching, and outage restoration. Assists with training of new System Operators and provides after hours technical support to System Operators
JOB REQUIREMENTS
Education: B. S. degree in electrical engineering with power option or equivalent required. Equivalent experience will be considered.
Experience: Registration as a professional engineer highly desirable.
Job knowledge and skills: Must have knowledge of technical engineering aspects of an electric power distribution system, including transmission and distribution system protection and coordination. Must be able to plan, conduct, and control engineering management areas for the cooperative; schedule work to meet completion dates and technical specifications; coordinate the activities of and supervise the employees for which the department is responsible. Must be able to develop proposals and cost estimates, evaluate progress and results, and recommend changes in procedures or objectives.
Normal work hours: 8:00 am to 5:00 p.m. Monday - Friday. Must be willing to work a flexible schedule.
Driver's license requirement: Operates company vehicle (light) as job requirement. Must have current, valid operator's license at all times. Must have safe driving record (3 years).
Overtime status: exempt from the overtime requirements of the Fair Labor Standards Act, as amended - executive definition.
