FIBER MANAGER/OPTIC NETWORK ENGINEER
OBJECTIVES
(25%) - Plans and evaluates the operation of Warren RECC's fiber optic communications system.
(20%) - Lead technical resource that integrates new information technologies into daily utility system operations.
(25%) - Lead technical resource working with broadband partners on a daily basis to meet contractual requirements.
(30%) - Lead technical resources and provide and/or organize training for personnel responsible for construction, maintenance, and operations of the WRECC fiber optic communication system.
REPORTING RELATIONSHIPS
Reports to: Vice President of Engineering & Operations
Directs: Lead Fiber Optic Network Specialist, Fiber Optic Network Specialist I, Fiber OSP Specialist II, Fiber OSP Specialist I, along with maintenance, design, and construction fiber contractors. Technically directs personnel within the company who are assigned to construct, maintain, or operate the fiber network.
Primary contact for Warren RECC's fiber internet service provider partners.
ESSENTIAL FUNCTIONS
Design/maintain Warren RECC's fiber optic communication system to provide automated redundant capabilities to each substation.
Design/maintain Warren RECC's fiber optic communication network to extend to electric system components.
Institute Warren RECC's GPON network to serve as first line of communication to end devices.
Serve as technical lead during construction of Warren RECC's fiber optic backbone and future fiber optic projects.
Coordinates all operations of the Warren RECC fiber backbone network using relevant job experience and good judgement to carry our goals.
Design and implement Warren RECC's fiber-to-the-premise network.
Manage business relationships with Warren RECC's fiber-to-the-premise network partners.
Provides technical advice and problem-solving skills to Warren RECC system managers, supervisors and partners.
Designs systems and writes specifications for fiber optic communications equipment by working closely with Warren RECC's purchasing agent in procurement.
Oversees the immediate and future needs of the Fiber Department in facilities, equipment, and manpower. Aids in development of the annual work plan and budget.
Appraises performance of personnel in the Fiber Department and provides necessary interpretation of policies, counseling, and coaching for growth and development. Works with HR to direct the selection of personnel for the Fiber Department and recommends termination when necessary.
Measures performance of the Department against work plans, budgets, goals and objectives. Reviews employee adherence to established standards and practices. Institutes remedial measures to correct deviations from Department standards.
Attends and promotes Safety and Training Programs to see that all personnel are thoroughly trained to meet the requirements of their respective positions. Stresses all aspects of job safety, APPA, OSHA, and Environmental Protection Agency "Right-to-Know" requirements.
Oversees time sheets, property damage and personal injury reports, inventory records, service and emergency orders, work orders, and other documentation of work performed.
Plans and coordinates integration of existing fiber system design, construction, and operations.
Evaluates outside plant performance and troubleshoots problems.
Documents and maintains detailed records of system design, construction, and operations. Coordinates with the GIS department to ensure system maps are updated on a regular and timely basis.
Improves construction specifications, design standards, and methods, implementing best practices in design and construction for economic efficiency and long-term sustainability.
Oversees a fiber/plant maintenance program that assures a high level of service reliability for internal and external customers of the fiber and related systems.
Assures that repair and maintenance of the fiber plant meets the Service Level Agreements and service expectations of the fiber system.
Meets with internal staff and partners, as required.
Attends training opportunities, as needed. Trains other, as needed.
Additional work and/or training outside normal work hours will be required.
General
Plans, organizes, coordinates, and facilitates all related initiatives and activities related to any assigned projects.
Works according to safety rules and policies adopted by Warren RECC, is responsible for own safety, and promptly reports all accidents to supervisor.
Complies with traffic laws, regulations, and safe practices while operating any company vehicle

JOB SPECIFICATIONS
POSITION: Fiber Optic Network Engineer
EDUCATION
Bachelor's degree in information technologies or information systems engineering.
Preferred: Bachelor's degree in electrical engineering with a focus on communications.
EXPERIENCE
A minimum of five (5) years of work experience directly related to fiber optic network design, fiber optic system electronics and operations.
Experience in meeting and working with people at all levels of the organization and broadband partners.
Experience in managing projects including contract oversight.
KNOWLEDGE
Requires knowledge of the application of fiber optic technology and network infrastructure, outside fiber plant (OSP) rings, and their concepts, practices and procedures.
Expertise and experience with installing, configuring, and trouble-shooting Transmission Control Protocol/Internet Protocol-based networks.
Understanding splice loss, reflectance, mode field diameter mismatch, Optical return loss, loss budget, link loss, etc.
Knowledge/expertise with routing and switching with current technology.
Must have a general working knowledge of Synchronous Optical Networking (SONET), Passive Optical Network (PON), Active Optical Network, Cisco systems, VOIP.
Develop/design layouts of fiber optic networks creating splicing documents, specify equipment, construction documents, cost estimates, and Bill of Materials (BOM).
Must be able to perform complicated tasks, manage multiple projects simultaneously, make routine decisions, problem solve in the field and react under emergency situations.
Must have knowledge and ability to use diagnostic equipment and to evaluate safety conditions and incorporate safe work practices into all areas of work.
Must work well with people in a variety of settings including after-hours trouble situations at partner locations.
Requires knowledge of utility policies, safety rules, and state and local laws pertaining to operation of vehicles and equipment.
Must be proficient in use of related equipment and must use safe work practices in all areas of work.
Should be willing to attend courses related to work.
ABILITIES & SKILLS
Must be able to direct technical employees.
Must be able to handle a wide variety of tasks and be able to meet deadlines.
Must be comfortable and self-confident in a wide variety of situations including interpersonal interactions with all levels of employees and individual partner contacts.
Must have good communications skills.
Must have skills in organizing, planning, directing and controlling the operation and supervision of the department.
Must have basic computer skills including Microsoft Office, fiber management software, and GIS mapping software.
WORKING CONDITIONS
The work involves regular and recurring exposure to moderate risks and discomforts, such as noise, vibration, and electrical hazards. Occasionally, work is performed outside under adverse weather conditions, and some work is performed in elevated areas. The work environment requires the individual to stay alert continually and to take special safety precautions including use of safety equipment, and adherence to safety guidelines.
OTHER
Must have a valid driver's license.
Network, routing, and switching certifications are preferred.
