Pennsylvania Rural Electric Association (PREA), a statewide trade association and Allegheny Electric Cooperative, Inc. (Allegheny), a generation and transmission (G&T) electric cooperative corporation both located in Harrisburg, Pa. seek a candidate for the position of Safety & Compliance Instructor. Both entities are managed by Continental Cooperative Services who will employ the successful candidate.
The Safety & Compliance Instructor will be responsible for developing and delivering safety training programs, ensuring compliance with industry regulations, and promoting a culture of safety within the organization.
Company Background: PREA is a statewide trade association that provides services to 14-member electric distribution cooperatives in Pennsylvania and New Jersey, which enable the member cooperatives to deliver electricity and other programs at the highest value to the consumers and communities they serve. PREA has served as the unified voice for electric cooperatives in Pennsylvania and New Jersey. These member-owned entities provide power and other services to more than 230,000 rural households, businesses, and industries, representing more than 600,000 consumers. The 13 cooperatives in Pennsylvania own and maintain about 12.5 percent of the electric distribution lines in the state, covering nearly one-third of the Commonwealth’s land area in 42 counties. These lines, an essential component of rural business and industry, represent one of the Commonwealth’s largest non-governmental investments in rural infrastructure.
Allegheny provides the power requirements for the 14 rural electric distribution cooperatives in Pennsylvania and New Jersey. Allegheny’s mission has been to provide electric cooperative consumers with a reliable supply of energy at a competitive price. In doing so, Allegheny has been very active in meeting its members’ desire to support conservation, provide clean and renewable energy generation, and ensure a secure energy future for electric cooperatives. About 65 percent of Allegheny’s energy supply comes from clean, stable and relatively low-cost resources. The remaining 35 percent of Allegheny’s power supply comes from market purchases.
Key Responsibilities: • Develop, implement, educate and train cooperative employees on safety programs, including proper work techniques and safe work procedures based on industry (OSHA, NESC, ANSI/ASTM, FMCSA, and PennDOT) standards and regulations. • Assist cooperatives in meeting the requirements of the Rural Electric Safety Achievement Program (RESAP). • Conduct safety assessments and identify potential hazards, providing recommendations for mitigation and improvements. • Assist cooperatives investigate accidents and prepare reports. • Stay up-to-date with industry, federal, state, and local regulations and standards, ensuring compliance in all safety practices. • Create training materials, including presentations, manuals, and interactive modules to ensure cooperatives meet applicable environmental and OSHA regulations. • Deliver engaging safety training sessions to cooperative employees. • Monitor and evaluate the effectiveness of training programs, making necessary improvements. • Collaborate with cross-functional teams to address safety concerns and develop solutions. • Provide guidance on emergency response procedures and participate in drills and exercises. • Maintain accurate records of training activities and compliance reports. • Foster a safety-first culture by promoting awareness and best practices.
Skills and Abilities: • In-depth knowledge of safety regulations, including OSHA standards. • Strong communication, interpersonal and presentation skills. • Ability to analyze data and identify safety trends. • Detail-oriented and committed to continuous improvement. • Excellent organizational and problem-solving abilities. • Strong understanding of electric energy industry and OSHA safety practices. • Proficiency in developing and delivering safety training programs. • Ability to assess and mitigate safety risks effectively. • Knowledge of emergency response planning and procedures.
Education/Experience: • Bachelor's degree in a related field (e.g., Safety Management) is a plus. • Relevant safety certifications (e.g., NRECA – CLCP, CSP, OSHA 30) preferred. • Five years of proven experience as a Safety Instructor in the Electric Energy sector.
