Maintain a thorough knowledge of Powder River Energy Corporation’s transmission and distribution (overhead and underground) system.
Maintain a thorough knowledge of RUS specifications, abide by all American Public Power Association (APPA) rules, National Electric Safety Code and PRECorp’s company policies.
Ensure all personnel under leadership role are knowledgeable of the above specifications, rules, codes and policies.
Ensure activities of all personnel under leadership role are in compliance with all specifications, rules, codes and policies.
Provide supervision and perform or assist Crew Chief in providing leadership for performing the required work in connection with the construction, retirement, maintenance, operation, and service of transmission and distribution lines, protective equipment, substations, and related equipment on overhead and underground systems owned and operated by PRECorp.
Perform work on energized lines and equipment as required.
Coordinate work schedules with customers, contractors, underground locates and any department within PRECorp that is involved in these projects.
Communicate daily with Crew Chief and Linemen.
Assist with job planning, cover any potential problems, and verify that the Crew Chief has a complete understanding of the day’s duties and how to complete those duties in a safe and timely manner.
Discuss any personnel problems or changes that may be to the benefit of PRECorp and/or the personnel.
Discuss any equipment and tool repair or upgrading that may arise.
Discuss any future line maintenance that could improve customer service and safety.
Make continuous observations of the assigned system and report to the Manager of Line Operations regarding problems and make recommendations on system improvements that are necessary to maintain a safe and reliable system for personnel, customers, and the general public.
Make sure that any unsafe conditions or acts are addressed immediately and reported to the Manager of Line Operations.
Maintain a cooperative attitude and assist fellow employees in any work capable of doing or called on to perform which tends to expedite the business of the cooperative or that particular job which has been assigned.
Attend and ensure that all assigned PRECorp personnel attend all safety meetings and training sessions possible. Take an active part in safety work.
Take standby on rotation with Linemen and take trouble calls when required.
Supervision
Participate (with input from the Crew Chiefs) in the hiring, discipline and discharge of employees in assigned district, as directed by the Manager of Line Operations, furnishing all documentation needed to support any disciplinary action.
Conduct performance counseling and recommend corrective action when necessary to resolve performance, conduct and attendance problems of employees.
Appraise performance of personnel under direct supervision annually and coach and assist employees throughout the year to help them in their development and improvement. Assist in updating all position descriptions annually within area of responsibility.
Provide Manager of Line Operations with input regarding wage and salary adjustments for personnel under direct supervision.
Approve time sheets for those under direct supervision and approve vacations, personal leave, etc., for those under direct supervision.
Assist departmental personnel on problems beyond their control and make necessary decisions.
Develop training programs for personnel assigned and determine that all personnel under direction are thoroughly trained in accordance with the qualifications and requirements of their positions.
Hold meetings as needed with department personnel to determine problems, attitudes, and needs, which exist within the department and recommend needed interdepartmental coordination.
Administrative and Other Duties
Keep current on all policies, procedures, rates, rules, and regulations of the Cooperative that would have a direct affect on duties and responsibilities for this position. Recommend any changes that will improve the Cooperative’s ability to better serve the department and the membership.
Give prompt attention to all paperwork necessary to keep others well informed and expedite the accurate completion of all regular activities and special assignments.
Pre-approve work reports weekly and turn in to Manager of Line Operations.
Ensure that material, staking sheets and connect sheets are accurate, completed, and turned in on a weekly basis.
Participate in educational activities, workshops and other programs to improve technical skills and abilities as directed by management.
Assist the Manager of Line Operations by researching and defining the needs of their assigned area in order to develop the yearly budget and work plans.
Keep immediate supervisor well informed and seek advice and counsel on special problems with which assistance is needed or that may require attention.
Advise Manager of Line Operations of any employees who are ill or of illness in their families.
Inform Manager of Line Operations of any accidents or injuries and ensure all necessary paperwork is complete.
Perform vehicle and tool inspections as required and maintain vehicle(s) and equipment used during the performance of assigned duties (i.e. care, cleanliness and routine maintenance).
Recognize and promote the understanding among employees and others that the Cooperative exists for the members.
Perform any other duties or activities that may be assigned or directed by management.
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of RUS specifications or other electrical industry specifications and work rules as they relate to construction and maintenance and to line personnel and public safety.
Ability to manage the construction of overhead and underground distribution power lines.
Ability to operate digger derricks, bucket trucks, backhoes, trenchers and other power line construction equipment.
Solid interpersonal skills with proven ability in leading and motivating employees.
Must have and maintain a valid Wyoming CDL with air brakes and combination endorsement.
EXPERIENCE AND EDUCATION
Equivalent of a High School Diploma and successful completion of a Power Lineman Apprenticeship training program.
Ten (10) years of experience required as a Journeyman Lineman within a RUS or Electric Utility Operations or three (3) years of experience as a District Foreman or Crew Chief within a RUS or Electric Utility Operations.
On occasion for the purpose of employee development, this position may be filled by a crew chief on a temporary basis.
WORKING CONDITIONS
Ability to exert up to seventy five (75) pounds on a regular basis, as well as performing such activities as fingering, grasping, lifting, reaching, crouching, and repetitive tasks.
Extensive climbing of poles, ladders, structures, and equipment required. Strength and ability required to perform strenuous activities while standing on poles and within buckets. Excellent eye-hand coordination and balancing skills required.
Ability to engage in continuous field work requiring physical stamina to endure harsh climates and rugged terrain in Northeastern Wyoming.
Includes standing, walking, and sitting are normal to carrying out duties as well as the operation of PC, calculator, and other normal office machines.
