ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

• Develop, maintain, and apply knowledge of FERC rules and requirements surrounding FERC-jurisdictional developments and related areas and stay current with FERC compliance requirements.
• Schedule meetings and deadlines with other TSGT departments to complete relevant FERC filings and additional future required applicable filings and guide Tri-State staff in application of FERC requirements and ongoing maintenance of FERC required reporting. (EQR, MBR, Form 520, Form 580, EIA-923, EIA-20, No 566, No 552, No 556, No 561, FERC Reporting Requirement 582. Form 714, No 715, No 730, FERC Form 1, Form 3-Q)
• Interact with leadership throughout the organization to understand and address FERC regulatory issues and produce effective written communications, share knowledge on various FERC compliance topics, including presentations, procedures, policies, and reference materials.
• Fill in for the Standards of Conduct Chief Compliance Officer as necessary and ensure Tri-State complies with FERC requirements both on the OASIS and public website.
• Sets up and perform internal FERC focused audits to make sure TSGT is compliant with FERC compliance guidelines (these audits can last over a year per group).
• Manage FERC Audits and ensures timelines are met and interfaces with FERC Auditors, builds relationships with FERC Audit Staff.
• Work collaboratively with internal and external counsel, consultants, SMEs and business unit staff on FERC compliance filings in the preparation of tariff amendments, contracts, service agreements, testimony, briefs, arguments, pleadings and other legal documents.
• Provide regulatory compliance assistance and services to the various functional areas of Tri-State in matters pertaining to general business and utility activities.
• Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.
• Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.

REQUIRED JOB QUALIFICATIONS

Education and Training

• Bachelor's Degree in an Electrical Engineering, Business, Finance, Economics or related field or equivalent work experience.
• Advanced degree preferred in Engineering or Business or related field.

Knowledge, Skills, and Ability:

• Requires excellent oral and written communication skills including ability to effectively convey complex technical or legal concepts in understandable terms both in writing and verbally.
• Ability and willingness to complete projects and routine tasks with accuracy and attention to detail.
• Strong interpersonal skills and the ability to work with a team and develop, facilitate, and implement broad based initiatives.
• Knowledge of applicable FERC regulatory compliance requirements affecting the electric utility industry.
• Knowledge of electric cooperative principals.
• Ability to establish and maintain effective working relationships with subject matter experts, team members, and managers.
• Must be able to uphold the highest standards of discretion and confidentiality.
• Needs proficient knowledge of Microsoft Office Application and PC skills and Excel VBA macros.

Experience:

• Eight (8) years of related progressive professional experience.

Other:

• Willingness to travel as required (must possess a valid driver's license).

• Working knowledge of FERC electric utility industry
• Knowledge of FERC Compliance Requirements, auding experience and meeting deadlines.
• Experience preparing and filing FERC compliance forms.
