Purpose of Job:
The Director of Regional Transmission Organization (RTO) and Regulatory Affairs will work in the King of Prussia, PA area or out of ODEC’s Glen Allen, VA office. This highly impactful position participates in ODEC’s interactions with PJM, FERC and other regional and national constituencies to further ODEC’s interests related to market design and power supply. The individual communicates and collaborates with ODEC departments to engender strategic analysis and decision-making to optimize corporate advocacy positions as well as facilitate ODEC’s proactive responses to the changing industry. Leads and facilitates interactions with coalition and like-minded participants in order to strengthen positions at PJM and Regulatory arenas.
Essential responsibilities include:
Manages activities and participates in developing market design and power supply-related strategies, business rules, federal filings and operating protocols to influence decision-making.
Develops corporate strategy and plans to influence outcomes at PJM and at the Federal, Regional and State levels.
Provides assistance on transmission, transmission planning and rate-related regulatory affairs.
Manages information dissemination and analysis of regulatory and RTO matters among ODEC departments.
Develops strategies and provides recommendations to senior management related to regulatory and PJM market design and power supply topics.
Coordinates with ODEC departments in all aspects of duties.
Builds relationships and coalitions with other industry participants, federal regulators, and national groups for RTO, Federal, legal and regulatory activities.
Develops proposals and negotiate multiple issues with external stakeholders to facilitate consensus and settlement.
Directs relationships, scope of work and evaluates the performance of external attorneys, consultants and vendors to ensure ODEC’s goals and deadlines are met.
Minimum Requirements:
Minimum 8 years relative experience in the power supply industry required.
Minimum 5 years working in competitive wholesale power markets required.
Critical Knowledge, Skills and Abilities:
Working knowledge of PJM competitive market, power supply planning and operations
Working knowledge of PJM related energy, capacity, congestion and ancillary service market rules and PJM market settlements
Working knowledge of FERC and PJM protocols, procedures, contracts and tariff language
Excellent communication, collaboration, and influencing skills at all levels of the organization
Proficient presentation skills, diplomacy, facilitation, coalition-building and negotiation skills
Education: Bachelor’s degree in Engineering, Business, Economics, or related discipline
Travel details: Travel required as necessary, to include some overnight travel
Working Conditions and Physical Demands: Interact effectively and frequently with others through verbal communication, in person, phone, video and email, work approximately 8-hours weekdays and as needed in an office environment, use a laptop frequently using hand-eye coordination, travel via automobile and commercial airline when required, make presentations to small and large groups as needed.
