Essential Duties and Responsibilities:
Primary duty includes performance of work requiring advanced knowledge, work which is predominantly intellectual in character and which includes work requiring the consistent exercise of discretion and judgment, in a field of science or learning and acquired by a prolonged course of specialized intellectual instruction; including:
Perform engineering design work by developing/improving electric distribution system construction and material standards.
Perform engineering design work by developing long and short-term electric system improvement plans.
Conduct electric distribution system studies on loading, voltage drop, power factor, and sectionalizing.
Design and recommend electric distribution system equipment sizing and location for transformers, conductors, poles, reclosers, fuses, capacitors, and regulators.
Assist with monitoring the electric distribution system via SCADA and field checks in order to operate the electric distribution system at peak efficiencies.
Direct personnel to assist Mapping/GIS group in maintaining an accurate model of the electric distribution system.
Lead other engineers, consultants, and contractors in the design, construction, and maintenance of substations, transmission lines, and distribution lines.
Work with other Bluebonnet departments to resolve issues relating to energy efficiency, adherence to engineering standards and design, scheduling and accounting of projects and restoration of electric service.
Direct the collection and preparation of technical data for reports and studies.
Prepare estimates and cost summaries on various projects.
Research new electric power system technologies.
Attend various conferences, meetings, and/or training sessions pertaining to the design, operation, and maintenance of electric power systems.
Maintain files regarding equipment type and location, technical manuals, schematics, test reports, and maintenance records.
Oversee the training of new engineering department personnel.
Complete and submit regulatory compliance documents
Follow company and departmental policies and procedures.
Maintain a clean and safe work area.
Demonstrate and act in accordance with Bluebonnet's Foundation Values.
Manage departmental processes and procedures
Continually develop and recommend more efficient and effective processes and/or products to provide improved service to members and staff. Encourage others to do likewise.
Recruit, train, lead, and evaluate performance of staff to ensure the effective completion of assigned duties. Is responsible for the selection, promotion, and if the need arises, the transfer, discipline and discharge of all employees within the department.
Manage and adhere to the departmental budget(s).
Attend cross-functional meetings and work closely with other departments to ensure achievement of Cooperative strategic goals.
Must be able to appropriately handle confidential information and act within the practices established by the Bluebonnet Red Flag policy.
Knowledge, Skills and Abilities:
Must have strong knowledge of electric power system design, operation, and maintenance.
Must have strong knowledge of the National Electric Safety Code, National Electric Code, ANSI standards, IEEE recommendations, Bluebonnet safety procedures and tariff regulations, local codes, and other regulations that may affect Bluebonnet.
Must have strong knowledge of engineering analysis software packages.
Advanced skill in the use of standard software systems and applications such as Microsoft Windows, Word, Excel, and PowerPoint, NISC, CRM.
Must be able to communicate effectively both in writing and orally with Bluebonnet personnel, members and contractors.
Must be able to interpret technical manuals, schematics, test reports, maps, field notes, material lists, and invoices.
Advanced knowledge of all areas of responsibility indicated as essential Duties and Responsibilities.

Light lifting of up to 10 pounds.
Must be able to present information to others and perform under stress.
Work Environment:
Typical office environment.
Hours are consistent with normal business operations as well as employee and member requirements.
Attendance at evening meetings, conferences, workshops and other professional meetings including overnight travel may be required
Education and Experience:
Bachelor of Science in Electrical Engineering or Electrical Engineering Technology from an accredited institution in the United States.
Registration as a Professional Engineer in the State of Texas.
Five (5) years of experience in the System Engineering II position at Bluebonnet OR ten (10) years at an electric utility with experience in seven (7) of the following electric distribution system activities:
Distribution system planning and design
Substation design
Distribution system protection
Regulatory Compliance
Distribution system construction and material specification
Power restoration
Mapping/GIS implementation/maintenance
Electric system loss management
Distribution system inspections
Telecommunications system design/operation
Licensing and Certification:
Valid Texas driver's license.
Must be certified in CPR, First Aid, AED and Blood-borne pathogens.
