Efficiently and effectively assist the management of Victoria Electric Cooperative (hereafter referred to as the “Cooperative”) and those utilities contracted with the Cooperative by researching, planning, developing, and implementing the programs and procedures necessary to meet the Cooperative’s compliance and safety needs. Provides for training on the aforementioned and maintains a safe work environment for the Cooperative employees employed by the Cooperative and the general public.

Ensures that the Cooperative meets the current compliance requirements on all federal, state, and local levels including, but not limited to the following areas:
- Environmental Regulations
- OSHA Regulations
- Civil Regulations
- Utility Regulations
- Victoria Electric Cooperative Safety Manual (APPA)
- Texas Department of Transportation
- Other regulations as may be required by law
Coordinates and conducts planned and unplanned on-site and field inspections of crews and field personnel, to ensure compliance with safe working procedures per the above referenced agencies and VEC standard practices.
Performs safety investigations of accidents, near misses, lost time, member loss claims and upon receiving notification of the presence or practice of unsafe equipment, practices or working conditions. Upon conclusion of the investigation the Safety Coordinator is responsible for reporting and implementing corrective action to ensure ongoing compliance.
Maintains accurate records and files of all accidents, near misses, lost time, member loss claims and theft or vandalism against the Cooperative. This position will keep the Manager of HR and Loss Control/Safety informed of each occurrence and seek additional assistance from outside parties if and when needed.
Maintains all necessary compliance, safety and training records and files.
Keeps abreast of and communicates to the proper management personnel new or changing laws, regulations, or technical developments, which could affect the Cooperative.
Provides and presents safety initiatives and programs to the employees and members of the Cooperative and to the general public if and when the need arises.
Manages the ongoing compliance with the NRECA (Rural Electric Safety Achievement Program) and the TEC (Texas Electric Cooperative) providing annual education, updates and audits as needed and required.
Develops and implements special projects as assigned by management.
Orients and educates new employees in safety policies, procedures, and regulations.
Organizes and schedules all training programs for annual employee and community education as needed and as requested by management this includes but is not limited to CPR, first aid, defensive driving, haz-communication, fork lift and other training requirements as needed.
Maintains and updates the employee manuals, practices and operating policies on safety regulations and standard security.
Assist with the day-to-day training, development and evaluation of apprentice linemen and other subordinates as required. Evaluates the lineman development program for safety and compliance factors maintaining records of progress identifying strengths and opportunities. Document and communicate all training offered to employees and members.
Identifies staff training needs and recommends training sources. Coaches and directs learning through direct involvement and reinforcement.
Coordinates and plans monthly, quarterly and annual safety meetings and training courses with VEC Staff. These trainings may be developed internally or through a partner (i.e. Texas Electric Cooperative, NRECA, etc.) depending on the need of the Cooperative.
Attend annual TEC Loss Control Conference.

Qualifications:

High school diploma or equivalent required.
Bachelors Degree in Business or Occupational Safety preferred. Will consider combination of education, training and certifications in lieu of degree.
Must have ten years of verifiable field experience in the electrical utility industry. Experience at management level will be given favorable consideration.
Ability to recognize problems within the system overall and take initiative to problem solve and analyze information. Along with holiding accountability.
Must have or acquire working knowledge of The National Electric Safety Code and Rural Utilities Service (RUS) regulations and guidelines, and the regulations contained in the Cooperative safety manual (APPA).
Ability to work independently and under pressure.
Must have a valid Texas driver’s license and ability to obtain Commercial Driver’s license.
Must be certified in CPR and First Aid.
Will be required to drive a cooperative vehicle.
Prefer CLCP certification or ability to achieve.
