This position is responsible for the management and coordination of the fiber construction and Elevate installation projects. This includes the quality control for customer installations and fiber optic construction. This position is responsible for overseeing the Fiber OPS Technicians and contractors.
ESSENTIAL JOB FUNCTIONS:

Manages, oversees, and coordinates the daily work activities of employees related to fiber construction and Elevate installation projects. Reviews and evaluates performance of direct reports.
Provides oversight of contractor relationships and work activities:
Communicating safety and construction guidelines.
Ensuring material flows to contractors. Performing occasional audits of materials and inventory to protect the company's investment.
Performing quality control and assurance by performing random checks on construction crews and work product through inspections.
Comparing as-built maps to actual construction work.
Comparing and approving invoices to work performed.
Finalizing projects and close construction work orders.
Develops and manages work construction schedule to meet the goals of the projects. Work with GIS mapping technician and DMEA electrical engineering staff to communicate construction goals and timelines.
Works with drop installation employees and contractors for scheduling and subscriber contracts maximizing subscribers' satisfaction.
Implements quality control measures to ensure customer installations are completed to the highest standards and meet customer satisfaction expectations.
Tracks the progress and quality of work being performed ensuring expected timelines and standards are being met.
Oversees all fiber optic construction practices to ensure quality standards are met and property owner issues are addressed timely.
Ensures state, county, and local permits are filed appropriately. Works with DMEA engineering department to request private ROW easements when required.
Provides and documents budgetary cost estimates.
Is experienced and knowledgeable on fiber optic construction standards and industry best practices.
Has proven experiences in effective project management and team leading skills.
Continues to evaluate and improve construction specifications and methods.
Has budget preparation experiences and can effectively manage budget performance to control costs and forecast financial requirements effectively.
Fills requisitions, work orders, or requests for material, tools or other stock items and distributes items as appropriate.
In coordination with the Safety, Training, and Compliance Director, ensures that all subordinates attend all required OSHA safety training courses.
Interprets and applies policies and procedures as set forth by the DMEA Electric Services Regulations and other guidelines.
Applies safety practices, standards, and sets a proper example to encourage the highest safety considerations for everyone associated with our broadband program.
OTHER DUTIES AND RESPONSIBILITIES:
Individual has the authority to take whatever action is deemed advisable or necessary and may initiate and carry out the action; but is required to advise superiors of the action taken when deemed necessary. Must inform superiors of non-routine situations.

KNOWLEDGE, SKILLS AND ABILITIES:
Requires a dynamic, industrious, and detail oriented individual capable of managing multiple projects at various stages of work.
Must have ability and experience in underground and aerial construction methods, standards and practices, fusion slicing, fiber optic design practices, project permitting processes, and have experiences in reading, preparing and interpreting fiber optic designs and schematics.
Must have a demonstrated ability to deal directly with the public, existing and potential subscribers, and other employees. Must have demonstrated effective communication skills, including: presentation, verbal, written, and listening skills and the ability to effectively work as part of a team. Strong time management and organizational skills are required.
Requires the ability to present information to others and communicate effectively; and work in a changing environment to complete projects accurately within reasonable deadlines. Must work collaboratively with coworkers, members, and others.
Requires understanding and the ability to negotiate and interpret contracts and agreements as appropriate.

ESSENTIAL PHYSICAL AND MENTAL REQUIREMENTS:
Requires frequent sitting, standing, walking, and use of keyboard/computer; and occasional bending, kneeling, and reaching, and lifting up to 50 pounds. Requires finger dexterity, good vision and hearing, ability to speak, and the ability to perform close work. Office equipment used includes personal computers, related software, copy machines, fax machines, etc.
WORKING CONDITIONS:
Regular, predictable attendance is required. While performing the duties of this job, the employee may work in inclement weather conditions. Up to 50% of the work performed is done indoors in an office setting. The employee may occasionally work near moving mechanical parts and may be exposed to wet and/or humid conditions and vibration. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock.
Must be willing to be on call and on standby in relation to the workload. Must be willing to work evenings, weekends, holidays and extended hours as required by workload. Frequent daytime travel across the entire service territory for construction inspection and subscriber and landowner issues required. Occasional travel, including overnight travel, by company vehicle and commercial means is required.
QUALIFICATIONS AND EXPERIENCE:
High School diploma or equivalent required. Associate degree or higher in Construction Management preferred.
A minimum of five (5) years of OSP construction management experience in telecommunication industry is required.
Previous construction crew leadership experience is required with preference given to those with aerial and/or underground construction backgrounds.
Proficient computer literacy required, including but not limited to Microsoft Office.
