Position Summary
Manages PEC’s Transmission Interconnection activity including the performance of power flow studies and facilities studies needed to interconnect new loads and generators to the PEC transmission system. Represents PEC in the negotiation of interconnect agreements. Develops and maintains facility schedules for interconnect agreements. Represents PEC at ERCOT in working group and task force activity related to the interconnection of generation and loads to the transmission system.
Essential Duties & Responsibilities
Plan and manage the interconnection of transmission assets between PEC and other transmission facility owners.
Perform and/or coordinate the performance of power flow studies to assess the interconnection of loads, generators, and other transmission facilities to PEC’s transmission system in accordance with NERC Reliability Standards and ERCOT Protocols and Guides.
Prepare and/or coordinate preparation of Full Interconnect Study reports consisting of steady state power flow analysis, stability study analysis, and facility studies as needed for the interconnection of load and/or generators in accordance with NERC Reliability Requirements and ERCOT Protocols and Guides.
Maintain Interconnect Agreement facility schedules to reflect system changes made at substations hosting interconnecting facilities.
Develops capital budgets for transmission improvements needed to facilitate interconnections.
Represents PEC in regulatory proceedings when needed to obtain approval for construction of transmission improvements.

Collaborate with planning, real estate, engineering, and project management staff to implement interconnection projects
Represent PEC at ERCOT Subcommittee, Working Group, and Task Force meetings.
Identify and mitigate risks to the Cooperative associated with transmission interconnections.
Maintain documentation required for compliance, transparency, and accountability.
Monitor and manage budgets for performance of studies.
Maintain the security of confidential information
Stay abreast of advances in technology
Demonstrate regular and prompt attendance

Knowledge, Skills & Abilities
Demonstrate in-depth knowledge of NERC Reliability Standards and ERCOT Protocols and Guides, interconnection rules and regulations, and modeling practices.
Collaborate with multi-disciplined teams to implement projects.
Ability to summarize technical findings for effective communication within the Cooperative.
Ability to effectively plan and schedule multiple projects.
Knowledge of generation, transmission, and substation technologies used in transmission level interconnections.
Proficiency with PSS/E software.
Minimum Qualifications - (Education, Experience)
Bachelor’s degree in Electrical Engineering with coursework in Power Systems
Seven years of experience in relevant engineering field, including five years of leadership experience
Registered Professional Engineer in the State of Texas
