Assists Manager of Wholesale Marketing/QSE in activities of STEC in ERCOT Wholesale Market. Under direction of Wholesale Marketing/QSE Manager, helps coordinate, direct, and supervise all phases of STEC QSE services as assigned. Supervises and directs the scheduling, buying and selling of generation and natural gas.
Working Condition:
General office and sedentary. May frequently be required to walk; sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. Occasionally required to stand. Specific vision abilities required by this job include close vision and distance vision. Use of personal computing equipment, telephone, multi-functioning printer, photocopier, and calculator. Manual dexterity and ability to lift up to 25 pounds. Ability to travel to and from meetings or other business-related events. May be required to work after hours, weekends and holidays and respond timely to urgent or emergency situations.
Typical Functions
Coordinates, manages and implements short-term energy and natural gas strategies, load estimates, purchases and sales of capacity and energy products, daily generation production schedules and purchases of natural gas supplies
Analyzes QSE bid/offer practices, fuel price forecasts and market trends to minimize costs, maximize assets and resource value and meet the operational needs of Cooperative resources. Identifies, develops and implements new resource and market strategies for STEC.
Assists and directs the development of practices, procedures and training to ensure all Wholesale Marketing/QSE efforts are compliant with ERCOT Protocols, PUCT Substantive Rules and NERC Standards.
Assists in the development of monthly operating and settlement reports and may make presentations to the Manager of Power Supply, General Manager and the Board of Directors.
Creates and maintains various scheduling and analytical tools for use by department personnel. Assists with maintenance and development of QSE and market-related software.
Assists with settlements and the development of monthly fuel and energy cost estimates.
Attends meetings and conferences as necessary to advance South Texas Electric Cooperative’s interests within the ERCOT stakeholder process and with third parties.
Assists with estimates of future budgeting needs for generation for financial planning purposes.
Coordinates scheduling of department personnel work and training.
Maintains appropriate records for regulatory compliance auditing.
Performs other duties, tasks and special projects as assigned.

At least 5 years’ experience as QSE operator, wholesale marketer, power trader/broker or settlement agent, preferably in an ERCOT setting. At least 2 years’ supervisory experience, preferably in utility setting.
