Summary:
Responsible for proactively monitoring the energy industry, federal energy legislation, federal energy regulatory agencies, and relevant power market(s) tariffs for all activities related to power markets compliance and for performing policy analysis to support management efforts to favorably position Great River Energy (GRE) in the power markets-related regulatory environments, as well as monitoring compliance and GRE’s internal risk management policies.
Total Rewards:
A typical starting range for this position is $102,000 - $140,000+ annually. Responsibilities: Job responsibilities include, but are not limited to:
Prepare and file external compliance reports as needed including, Midcontinent Independent System Operator (MISO) systems; submissions to the MISO Module E Capacity Tracking Tool (MECT), Fixed Resource Adequacy Plan (FRAP), Planning Reserve Auction offers, Organization of MISO (OMS) survey information, and MISO Model Manager (MAGE) for commercial model changes, Independent Market Monitor (IMM), Operational Cost Survey (OCS), FERC quarterly report on wholesale sales of GRE’s portfolio, NERC annual long-term assessment and seasonal assessments of load and capability, proposed generation, load forecast, and demand side management (DSM) projections for the upcoming season.
Monitor, analyzes interpret, synthesize, communicate, and advise relating to federal energy policy and power markets tariff(s).
Develop and provide expertise in federal regulatory policy associated with market compliance, the MISO tariff and Business Practices Manuals, NERC policies and procedures, GRE’s internal risk management policies, and GRE Power Supply Resource Hedge policy.
Develop reports and presentations as necessary for leadership to communicate and implement new policies or policy changes as related to GRE’s power supply and load portfolio. May present findings to internal staff and committees.
Qualifications:
Knowledge typically acquired through a bachelor’s degree in economics, engineering, political science, public policy/administration, or related discipline. Minimum five years’ experience in the energy industry with federal energy regulation and compliance is preferred. A relevant graduate degree may be substituted for experience. Specific experience with the electric utility industry and power markets is desirable.

Powering what’s possible Great River Energy is a not-for-profit electricity provider owned by our 26 distribution cooperatives in Minnesota and Wisconsin for which we generate and transmit electricity. We provide wholesale electric service to our member owners who distribute electricity to approximately 660,000 member consumers - or about 1.7 million people.
