Summary:
This position is responsible for supervising the activities associated with daily warehouse operations, fleet maintenance, facilities and property management.
Warehouse responsibilities include but are not limited to: the supervision of product receiving, product replenishment, ensuring safety and security of the warehouse and providing management and direction to warehouse staff.
Fleet maintenance responsibilities include but are not limited to: maintaining schedules for preventative maintenance and repairs of fleet vehicles with third-party vendor, communicating vehicle status updates and availability to Operations, ensuring proper maintenance is performed on fleet vehicles, maintaining detailed records of vehicle servicing and inspection and all other duties related to DOT compliance.
For facilities, incumbent coordinates maintenance, repair and minor construction projects for facility equipment and components, including but not limited to: HVAC equipment, plumbing, electrical and other equipment/components associated with the environmental systems and physical locations of Cooperative facilities.
Lastly, the incumbent will maintain information pertaining to real properties owned and/or leased by A & N Electric Cooperative.
Objectives:
Promote and adhere to Cooperative safety and operating rules, procedures and guidelines.
Ensures the Cooperative provides a safe workplace for its employees, all work is completed in a safe and efficient manner and members receive safe, reliable and high-quality electric service.
To require all Cooperative employees to comply with A & N Electric Cooperative Safety Rules Manual and all safety provisions of the Collective Bargaining Agreement (CBA) between the Cooperative and Local 1307 IBEW and approved Cooperative policies and work procedures as related to safety.
To plan for safety, security and loss control measures that will protect the Cooperative’s physical plant, property and personnel.
To ensure that contract companies performing construction, maintenance, testing and other services, perform their work in a safe and efficient manner according to contract agreements and ensure that contract activities are performed in a manner as to promote and create good will toward the Cooperative.
To at all times, conduct self in such a way as to promote and create good will toward the Cooperative.

Supervises: This position directly supervises warehouse personnel. This person position manages and has direct oversight of all vendor activities relating to warehousing operations, fleet vehicle maintenance and repair, facilities maintenance and property management.
Duties and Responsibilities:
Warehouse
Prepares purchase requisitions, approves and issues purchase orders in accordance with company policy and negotiated terms and conditions.
Obtains material quotes and procures necessary material, including transformers, meters & other special equipment to meet system construction and maintenance requirements. Performs this function to meet material requirements for the ODEC Eastern Shore transmission system, as well.
Monitors materials usage and lead times to determine optimal inventory levels.
Obtains quotes and arranges for repair and/or retirement of apparatus including transformers, regulators, and circuit breakers.
Updates and maintains correct construction-unit data so that the cooperative’s property records are as accurate as possible.
Performs an annual inventory of stockroom material. Keeps overages and shortages within the allotted limits. Keeps the inventory turn-over ratio at a level of two or greater.
Supervises and coordinates activities of workers engaged in receiving, transporting, stacking, order filling, shipping, and maintaining stock records in warehouse.
Facilities
Plans and oversees the maintenance of Cooperative buildings and grounds. This includes:
Janitorial Services
Grounds maintenance (lawns, landscaping)
Pavement and gravel areas, including snow removal
HVAC systems
Lighting (interior and exterior)
Irrigation
Fire suppression system
Ice machines
Plumbing and electrical systems
Waste removal
Pest control
Other systems and equipment used in the operation of buildings and grounds
Establishes and monitors preventative maintenance processes and programs of Cooperative facilities and equipment.
Assists in procurement and fiscal management activities associated with building and ground maintenance. This may include: RFPs and contracts; administering contracts; obtaining quotes and bids.
Directs various contractors and vendors in buildings and grounds maintenance activities. Ensures terms of contracts/agreements are met and work is completed satisfactorily.
Maintains warranty information on equipment and processes warranty claims as needed.
Trouble-shoots and responds to after-hour issues as needed regarding the operational aspects of the facilities such as HVAC issues, fire alarm malfunctions, water leaks, etc.
Establishes contingency plans for facilities equipment breakdown. Implements and oversees these contingency plans when necessary.
Assists in budgeting process for buildings and grounds related work.
Recommends, plans and oversees facilities repairs and improvements, as well as renovation projects.
Procures office furniture and other items related to buildings and grounds operations and maintenance, as requested.
Fleet
Provides input in vendor contracts for purchasing vehicles and construction equipment, including all transportation equipment, for the Cooperative. Provides input to the specifications, bid analysis and purchase of new vehicles.
Coordinate all new vehicle inspections and reviews, as well as all communications between all vendors and A&N Electric Cooperative for new order and follow-up for all fleet purchases.
Develops preliminary budget and final specifications for all cooperative vehicles and attached equipment procurements utilizing internal and external resources.
Keeps informed on new automotive and fleet equipment technology and advises Chief Financial Officer and Chief Operations Officer on the use of technology to improve effectiveness and efficiency in assigned operations.
Property
Curates’ knowledge regarding real properties owned and/or leased by the Cooperative, such as lease agreements, contracts, deeds, titles, etc.
General
Completes at least one (1) professional development activity annually.
Performs all other duties and tasks as assigned by supervisor or other members of management.
Relationships:
Establishes and maintains a variety of contacts and relationships for the purposes of coordination and communication to achieve the purposes of the position and desired results.
Internal
Strategic Team – Provides updates and recommendations regarding regulatory and status updates, maintenance and repair needs and costs, recommendations for capital expenditures and any other changes or concerns on a regular basis and/or as needed.
Tactical Team – Communicates with the supervisory team and coordinates the purchasing of materials and scheduling for maintenance requirements to ensure a minimal impact on operations.
Warehouse personnel – Provides supervision and guidance to warehouse personnel.
External
Regulatory agencies – Serves as a point of contact (potentially the primary) with regards to legal requirements, reporting regulations, inquiries, investigations, litigation, etc.
Professional and industry associations – Serves as a conduit for opportunities and information which may benefit or harm the Cooperative and ensures the Strategic and Tactical teams are apprised of any such circumstances.
Vendors and suppliers – Ensure the Cooperative is utilizing the most effective and efficient tools, resources, materials, etc. with regards to safety and stays up-to-date with new technologies and opportunities.
Education:
Four-year degree with a Bachelor of Science in Business Management from an accredited college or university preferred; or equivalent combination of education and experience. NRECA courses in supply chain management or equivalent may be considered.
Experience:
Five or more (5+) years of progressively responsible utility procurement, facilities management, construction and operation experience, including supervisory responsibility.
Preferred experience should include knowledge of REA bulletins and requirements that relate to all areas of procurement, facilities, construction and operations management. This should include transmission, substation, and distribution line construction specifications, National Electrical Safety Code, record keeping, investment recovery requirement and the use of REA approved materials.
Job Knowledge:
Must have thorough knowledge of electric operations, construction, procurement and facilities management of a rural electric distribution cooperative. Must possess basic computer skills, including a working knowledge of Microsoft Office products, including, but not limited to: Outlook, Excel, Word and PowerPoint as required by job responsibilities. The incumbent will also become fluent in using information and resources provided by the Virginia Cooperative Council (VCC), the Virginia, Maryland & Delaware Association of Electric Cooperatives (VMDAEC) and the National Rural Electric Cooperative Association (NRECA).
General Abilities and Skills:
Must be able to direct department staff in carrying out the responsibilities of the Procurement, Warehouse and Facilities Department. Must be able to make decisions concerning the addition of facilities to the Cooperative's corporate and vehicle investments. Must have considerable skill in effectively dealing with a variety of people under difficult circumstances. Must have good communication skills, both orally and in writing, and project a good image. Must use sound judgment and objective attitude in dealing with others. Perform other duties as assigned.
Strong motivational skills required. Must have high ethical standards.
Computer Skills:
Basic computer knowledge required, including knowledge of MS Word, Excel, PowerPoint and internet applications.
Language Skills:
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, and/or governmental regulations. Ability to write reports, business correspondence and procedural manuals. Ability to effectively present information to large groups and to respond to questions from groups of managers, members and the general public. This position requires the ability to read and write English in order to prepare reports and give presentations.
Mathematical Skills:
It is necessary to be able to add, subtract, multiply and divide. Ability to calculate figures and amounts such as percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry. Ability to draw and interpret bar graphs.
Reasoning Ability:
High degree of reasoning ability and problem-solving skills. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
