Summary
The Regulatory Analyst performs complex economic and financial analysis in support of regulatory, business development, sales, and strategic planning initiatives. Position is responsible for the development of economic research, reports and presentations to internal and external parties concerning the electric utility industry and corporate operations. This position provides data driven analysis to support critical decision making. The ability to simplify complex scenarios into key takeaways is essential, as is the ability to breakdown and explain specific details of the analysis.
Essential Functions
Provide key support for regulatory functions and related activities, including regulatory filings, compliance filings and reports, discovery requests, and other related work to support regulatory proceedings for both electric and natural gas business activities.
Provide clear, informative, and well supported financial and economic analysis to support company/department objectives, including strategic planning, development of alternative rate designs, and pricing options.
Provide key support in the preparation of reports and presentations used to convey information to Executive team and Board members.
Perform complex economic and financial analysis, including proforma, net present value, discounted cash flow and forecast modeling.
Update, maintain, and develop complex models to support regulatory filings, corporate analysis requirements, and strategic planning and analysis. Ensure data integrity by building cross-checks between published information, records and reports. Resolve inconsistencies among data sources.
Provide key support in the preparation of the annual sales and revenue forecast. Perform analysis of historical and projected trends and compiles analytical outputs to include scenarios that examine market, seasonal, and other impacts.
Provide key support in the preparation of cost of service, fuel filings, revenue requirement determinations, and related analysis to assist the Association in obtaining sufficient revenues to meet operational needs consistent with generally accepted utility practices.
Provide financial and statistical analysis on information derived from accounting system, billing system, and other data systems.
Prepare and analyzes data used for revenue requirement analyses, embedded and marginal cost?of?service studies and rate design.
Prepare accurate and timely reports to support corporate objectives.
Perform other duties as assigned.

Minimum Qualifications and Experience
Education
Bachelor degree in economics, finance, or related discipline, required.
Experience
One (1) year experience in economics, finance, or related field, required. Experience to include use of financial, economic, and statistical analysis tools to produce meaningful and useful information. Must have the ability to analyze and solve non?routine economic, financial, and pricing problems. Must have advanced skills using Microsoft Excel. Experience in union/utility environment preferred.
