To provide the initiative, competency, professionalism, and communication skills required to operate AECC’s substation and transmission system reliably and in accordance with all safety, regulatory compliance, and reliability obligations. This position also serves as the lead for AECC’s reliability performance and system/member restoration plans during system events.
Direct all work activities of the Little Rock Transmission Operations Center (LR-TOC).
Directs the identification and management of AECC’s asset reliability risks that could adversely affect plant or business operations.
Manage NERC Compliance requirements for standards involving the TOC and Field Operations – including but not limited to PRC-004 and PRC-005.
Approve, within the limitation of Cooperative policy, the hiring, promotions, and release or discharge of all personnel under their supervision subject to review, counsel, and approval of the Vice President - Power Delivery.
Communicate effectively with each Balancing Authority (MISO and SPP) Regional Transmission Operator (i.e. Entergy, SWEPCO, OG&E, SWPA, etc....), and member cooperative.
Establish practices and protocols for use in coordinating equipment outages, switching requirements, or redirecting system power.
Serves as the lead for the Electric Cooperatives of Arkansas (ECA) Emergency Load Conservation and Curtailment Plan (ELCCP).
Serves as subject matter expert level of knowledge on relevant scientific and technical developments.
Direct AECC personnel, AECI personnel, and member cooperative's personnel, upon request, of facts relating to this area of responsibility and assist them in the performance of their duties in times of need.
Sets direction for the documentation of substation commissioning reports, relay test reports, construction reports, substation equipment test data, and NERC documentation regarding NERC standards and records as required.
Is responsible for the reliability of AECC’s transmission system and to coordinate requirements and obligations of other RTOs interacting with AECC. This includes providing studies on the performance of our system and providing the technical analytics to support our RMTP.
Prepare reports, charts, and graphs to accurately represent work section and power system performance.
Oversee skills assessment activities and evaluations for Transmission Operations personnel. The training will include completion of coursework to obtain NERC Operator Certification.
Direct/approve the training of operations personnel on technical, operational, and safety procedures routinely. Direct/approve the instruction of other AECC personnel, AECI personnel and member cooperatives' personnel upon request.
Develop scenarios and prepare presentations for use in training transmission operators and field technician testing.
Develops and maintains business relationships with personnel of like responsibility in other power supply systems to exchange technical information and to cooperate in projects of mutual interest.
Appraise the performance of his/her staff, in accordance with the established plan, and counsel them regarding their growth and development.
Carries out supervisory responsibilities in accordance with policies and applicable laws. Responsibilities may include but are not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
The ability to handle stress and work well with others are essential functions of this position.
Perform any other related duties as required or assigned.
Minimum Qualifications
Bachelor's Degree in Engineering/Business Administration or related field, plus at least 10 years total related experience, including 5 years’ management experience, or equivalent combination of education and experience.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
Currently NERC Certified or the ability to achieve certification within 12 months.
Must have knowledge of the characteristics of all equipment used on power systems.
Knowledge of a specialized field (however acquired), such as mathematics, mechanics, computers, etc.
High school diploma and vocational certificate or on the job training in areas such as electrician, mechanic, computer operator, or accounting.
Valid Driver's license.
PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS
Senior transmission operator or senior transmission technician experience.
Journeyman lineman certification with previous experience as crew foreman or senior lineman on transmission crew.
ADDITIONAL INFORMATION
Experience in transmission and substation operation methods and procedures essential. Additional experience or knowledge in other electric utility operations helpful. In pursuant of the Arkansas Medical Marijuana Act 593, this position is a designated safety-sensitive position according to AECC/AECI standards and processes.
