This position is responsible for providing leadership and strategic direction and development for the Cooperative’s Human Resources, Safety, Health, and Training programs by providing continuous improvement in workforce operations and optimalization.
Essential Duties and Responsibilities
Oversee the successful implementation of Human Resources, Safety, Health and Training strategies to ensure alignment with strategic goals of the Cooperative
Identify legal requirements and government reporting regulations affecting the safety and human resource functions and ensure policies procedures, and reports are in compliance
Coordinate responsibilities among Human Resources, Safety and other departments
Develop and implement effective employment guidelines and procedures for all employees
Supervise and conduct employee and safety investigations
Build a positive safety and compliance culture with focus on influencing behaviors
Establish safety and training work priorities and activities for utility operations, including Lineworker Rodeo
Oversee an in-house Department of Labor Apprentice Program, including Program Standards
Perform all work with integrity, high ethical standards, and consistent with PEC values
Oversee development and implementation of cooperative and departmental policies, procedures, service standards and metrics in conjunction with other managers
Oversee the development of comprehensive safety, investigation, and compliance and technical training programs, including coordination with partners and vendors and OSHA logs and injury/illness recordkeeping
Oversee collaboration with utility operations for efficiency and effectiveness
Oversee employee professional development strategies and training
Manage implementation of employee compensation, benefits, and recognitions
Coach, mentor and motivate employees
Establishes lines of communication in which all employees play an active role in addressing concerns
Analyze and recommend cost-effective, efficient systems and programs to enhance workforce
Implement and support agreed upon management decisions and directives
Present and maintain a positive public image when interacting with members, businesses, and local officials
Supervise the work of employees to ensure adherence to quality standards, deadlines and proper procedures, correcting errors or problems
Provide employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes
Interpret and communicate work procedures and company policies to staff
Develop and review operating procedures
Develop and manage department budgets
Recommend promotions, transfers, hires, discipline and other employment actions
• Maintain the security of confidential information
• Stay abreast of advances in technology
• Demonstrate regular and prompt attendance
• Performs other related duties as necessary or assigned.
Supervisory and/or Leadership Responsibilities
A full range of supervisory activities that include, training, staffing, evaluation, counseling and termination recommendations. This includes, but is not limited to, effectively communicating organization policies and other information to subordinates, ensuring that employees have a clear understanding of their responsibilities.
Knowledge, Skills and Abilities
Knowledge of business and management principles including strategic planning, resource allocation, budgeting, leadership techniques, member relations, personnel and electric operations
Skilled in evaluating complex issues and making decisive judgments in the best interest of the Cooperative.
Skilled in anticipating, identifying, analyzing, and resolving conflicts and problems.
Knowledge of principles and processes for providing customer service
Knowledge of generally accepted accounting principles, internal control concepts and computerized accounting systems
Knowledge of electric power utility industry
Knowledge of human resources management
Knowledge of local, state, and federal employment requirements, including OSHA regulations, employment laws and policies, safety management practices, DOT regulations and fleet management
Skilled in evaluating complex issues and making decisive judgments
Skilled in anticipating, identifying, analyzing and resolving conflicts and problems
Skilled in prioritizing and managing changing priorities
Skilled in monitoring and managing performance
Skilled in time management
Skilled in establishing and communicating performance expectations and metrics
Ability to communicate effectively verbally and in writing
Ability to listen and understand information verbally and in writing
Ability to build, motivate and sustain a work team
Ten years of related job experience, including five years of senior management experience in human resources, electric utility industry, safety, training, or related fields. Progressive experience in leadership, managerial or supervisory positions
Professional Certification(s) preferred, including in Human Resources, Loss Control and Safety, Compliance, or Organization Training or Development
Valid Driver’s License

Exempt employees receive a fixed bi-weekly salary to compensate them for all hours worked during each pay period
