Key Roles
This position is responsible for leadership and direction of a multi-discipline group of engineers and other technical staff who perform a variety of activities related to the design and support of transmission line and substation projects, and technical support for maintenance, management, and operation of transmission facilities. Responsible for ensuring that department, business unit, corporate and customer objectives are achieved, and department employees perform at a high level. In addition, this position is responsible for support, development, and execution of small to mid-size projects in collaboration with the Construction & Capital Management group, and supporting NERC regulatory compliance efforts for the transmission system.
Key Responsibilities
Hires, trains, and develops engineers and technical staff to ensure adequate resources are available to effectively support objectives. Effectively manages employee performance and compensation in accordance with policies.
Handles disciplinary actions, manages and measures performance, and develops the individual skills of directs reports to achieve goals of the department.
Presents technical programs and presentations for varied audiences including EKPC’s Executive Staff and Board of Directors, as needed.
Develops and manages department budgets to goals and performance standards.
In coordination with the Construction & Capital Management group, responsible for successful execution of assigned projects (with internal and/or external resources) that are designed and constructed in accordance with appropriate codes and regulatory requirements, and effectively achieves the purpose for which they were intended. Projects include small to midsize transmission line and substation projects.
Ensures accuracy and timely completion of design work products, and accomplishment of department and portfolio budget objectives.
Oversees development of evaluations and work plans that recommend actions related to the design and construction of power delivery facilities, considering short-term and long-term objectives, economic, and budget considerations.
Manages resources associated with design and support of construction activities to ensure safety, quality, cost, and schedule objectives are met.
Serves as sponsor for assigned projects, representing and championing projects with EKPC’s Board of Directors, state and federal agencies and regulatory bodies, executive leadership at EKPC, and the public.
Ensures a strong customer focus is maintained in the design, construction, and technical support of facilities, including both external customers (e.g. owner-members) and internal customers.
Coordinates and/or supports EKPC activities related to regulatory approvals for line and substation projects (e.g. Kentucky PSC CPCN, RUS contracts/funding/NEPA requirements, USFS special use permits, ACOE permits, etc.).
Provides direction and ensures engineering and design, route/site selection, production of construction drawings/specifications, and preparation of bills of material for projects are completed in-line with corporate objectives and in accordance with industry, governmental, regulatory, and RUS standards or rules.
Evaluates available resources against work plans to provide strategy and direction regarding utilization and oversight of internal and external design and construction resources. Routinely secures outside resources to achieve portfolio goals when internal resources are insufficient.
Coordinates with foreign utilities as necessary regarding design and construction activities.
Provides direction and/or collaborates with other work groups regarding qualification of bidders, preparation of plans, specifications, solicitation, and evaluation of bids related to design and construction for line and substation projects.
Responsible for the development and management of systems, tools, and processes for quality assurance/quality control of engineering standards, documents, and manuals.
Reviews and provides technical input for contracts and other commercial documents.
Ensures compliance with assigned NERC Reliability Standards.
Ensures department members are following E&C Project Lifecycle processes, and providing necessary information in a timely manner to aid in forecasting project costs and schedules.
Guides, mentors, and provides development opportunities to enhance staff knowledge and skills. Provides effective management and maintains overall authority and accountability for assigned work group.
Ensures work group coordinate with internal customers to provide planning, support, and transfer of information in a timely, efficient manner.
Stays abreast of new technologies, new equipment designs, and industry trends and practices by participating in conferences, conventions, industry user groups, etc.
Performs other duties as assigned.
Key Requirements
Education:
BS (Engineering) Civil or Electrical required from ABET accredited program.
KY P.E. required.
Project Management Certifications preferred.
Experience:
Ten (10) years of related and progressively more responsible project management and/or technical experience required.
Must have at least five (5) years of supervisory experience in related area.
Prior experience in design and construction of large-scale transmission and/or substation projects required.
Skills and Abilities:
Attends on-going Learning for Leaders training, and completes Supervisory Training Program within two (2) years, if not already earned.
Strong supervisory and leadership ability required. Demonstrated ability to effectively manage others.
Aptitude for learning new systems/skills.
Strong project management skills. Must have demonstrated experience in managing multiple projects simultaneously.
Strong communication skills (both written and verbal).
Thorough knowledge of standard electric utility design, construction, and operating practices.
Knowledge of National Electric Safety Code, National Electric Code, OSHA regulations, RUS specifications and procedures, materials and construction contract specifications and administration.
Strong computer skills required with proficiency in use of Microsoft Office applications.
Excellent organization and time management skills.
Good working knowledge of how to provide engineering services, tools, and documentation.
Ability to plan, prioritize, and schedule work activities.
