JOB SUMMARY & MINIMUM QUALIFICATIONS:
The purpose of this position is to coordinate and implement the water treatment and environmental programs at PowerSouth’s Lowman Energy Center (LEC). These include pre-treatment, water treatment, and wastewater treatment. This position is responsible for the protection of the boilers, condensers and turbines from scale, corrosion, and erosion in order to avoid the major financial impact of replacement or repair. In addition, the position provides plant performance tracking and analysis to maximize plant efficiency. The position also supports plant management and corporate environmental department in the administration and implementation of various environmental programs such as Title V air emissions, NPDES, RCRA, and SPCC to ensure environmental compliance of the plant. This position requires a Bachelor's degree in Environmental Science, Chemistry, Biology, or closely related area and five (5) or more years of experience in plant chemistry, environmental or plant performance results activities or a closely related area resulting in technical proficiency in water treatment programs, environmental programs, quality control and plant performance tracking and analysis.
JOB RESPONSIBILITIES:
Coordinates with the Plant Results & Compliance Coordinator(s) and Plant Results & Compliance Specialist(s) to ensure sufficient supply of high quality clarified and demineralized water; directs and assists plant operations and maintenance in the upkeep of equipment to ensure reliability of these critical systems; oversees the budget to ensure adequate supply of required chemicals to ensure reliable operation at the lowest possible cost.
Provides technical supervision and oversees all analyses and laboratory water testing procedures on boiler water, feedwater, cooling water, condensate makeup, and lab instrument calibration; reviews laboratory and other analytical data trends for quality assurance and makes recommendations with regard to chemical treatment methods to improve equipment protection and reliability while reducing cost when appropriate. Provides technical supervision to direct and/or assist plant operations and maintenance personnel to implement changes based on results gathered during lab water testing and performance tracking procedures. Works closely with plant supervision to ensure all equipment required to implement these programs are functioning properly. During upset conditions, makes recommendations to restore operation to recommended levels or unit shutdown to protect the boilers and turbines.
Provides technical supervision to direct and/or assist plant operations and maintenance personnel to ensure Continuous Emissions Monitoring Systems (CEMS) and Selective Catalytic Reduction Systems (SCR) are operating properly and the plant is within compliance with the EPA required plant Title V operating permit; supervises Plant Results & Compliance Specialists in the daily, weekly, and quarterly QA/QC testing. Works closely with plant supervision to ensure all equipment required to implement these programs are functioning properly. During upset conditions, makes recommendations to plant operation to return to compliance or recommend shut down of the units if necessary. Budgets for and coordinates SCR catalyst testing; based on testing and operational data, recommends and oversees catalyst replacement projects.
Coordinates CEMS compliance activities, reporting, and testing (ex. RATA testing) with the corporate environmental department; prepares environmental compliance and noncompliance reports based on the results of operational and testing data; remains abreast of current environmental regulations and requirements to ensure compliance. Supports the corporate environmental department in administration and implementation of various state and federal environmental programs such as SPCC, NPDES, RCRA. This position also provides training, direction and assistance to plant operations for compliance and performs required testing, recordkeeping, and distribution to corporate environmental department for proving compliance. Budgets for and oversees projects related to environmental issues at LEC facilities.
Coordinates, implements and refines internal and external plant performance testing programs including routine testing and tracking for plant heat-rate, condenser (and other heat exchanger) performance and boiler efficiency testing to ensure expedient and accurate results.
Oversees maintenance and service contractors while performing work on equipment related to or involved in essential job functions such as the HRSG cleaning inspection, SCR catalyst, water treatment, wastewater treatment, environmental controls, cathodic protection and other related service contractors.
Maintains a safety conscious atmosphere by being aware of potential hazards associated with chemical handling, releases, accident reporting, high pressure/high temperature steam and proper use of personal protection equipment in the workplace.
Responsible for ensuring the success of PowerSouth by promoting teamwork, group goals and objectives, properly communicating and cooperating within the PowerSouth organization and with member systems as well as demonstrating and promoting standards of respect and dignity, accountability, integrity, and trustworthiness.
