NEC is seeking a qualified individual to fill the position of Safety & Loss Control Specialist. NEC is situated within the White Mountains of Arizona, 180 miles NE of Phoenix. It is a place of beautiful scenery and mild climate, with a small community atmosphere where you know your neighbors. The area abounds in opportunities for hiking, hunting, fishing and other outdoors sports.
RESPONSIBILITIES:
Provide and instruct safety training for NEC personnel. Develop and recommend effective and creditable safety programs. Monitor and interpret OSHA and DOT regulations. Gather, report and maintain information related to safety, security, environment issues, and loss control activities of NEC.
DUTIES:
Serve as a Special Secretary of NEC as assigned by Management.
Establish and maintain programs to ensure compliance with Safety Rules and Regulations.
Serve on NEC's Environmental Compliance Committee as assigned by Management.
Serve on NEC's Joint Safety Committee as assigned by Management.
Plan monthly safety meetings for all personnel. Maintain records and necessary reports for use by NEC and, if needed, governmental reporting agencies.
Assist Operations in safety procedures related to proper use of PPE, hazard recognition/communications, pole top rescue, substation safety, equipment grounding, DOT (load securement) heavy equipment, fall protection and outages.
Assist with the development of guidelines, procedures and continuous improvement initiatives to reduce work process risks, raise safety awareness and improve safe work practices.
Complete safety, security and environmental audits by actively investigating, as needed or required, to complete report for Management.
Conduct investigations of accidents, near miss incidents, power theft, tampering with utility property and equipment, potentially unsafe conditions and threats made toward NEC employees.
File claims, maintain up-to-date records of claim status and provide testimony on cases when such action is required.
Develop, implement and maintain programs that will prevent energy diversions, membership fraud and loss to physical plant.
Assist in monitoring all NEC buildings and grounds security systems.
Develop and recommend to the Manager of Human Resources an annual work plan and budget necessary for achieving the purposes of this position.
Develop and/or monitor programs to ensure NEC meets compliance requirements on all federal, state and local levels including, but not limited to:
Environmental Regulations
OSHA Regulations
Civil Regulations
Utility Regulations
NEC's Safety Manual
Other regulations as may be required by law
Maintain the NEC Emergency Action Plan and NEC Electric System Recovery Plan. Review annually to ensure information is current. Update current information as advised by Management.
Meet with the Manager of Engineering annually to discuss Engineering's current version of the NEC Spill Prevention Control and Countermeasure Plan (SPCCP). Report and discuss plan status with Manager of Human Resources.
Represent NEC in trade and professional associations that are related to the functions of the position when required and approved.
Provide Management with information and reports to allow effective appraisal of NEC's Safety Accreditation status.
Provide audit support for NRECA's Rural Electric Safety Achievement Program (RESAP) and assit with other Arizona cooperatives in this process when needed.
Perform as a communication link both upward to the Manager of Human Resources and downward to department personnel to ensure that accurate information relating to safety, environmental concerns, and loss control is available to employees.
Formal Education:
Associate’s degree in Business, Technical or Applied Science Program.
Previous Job Experience:
Five years of progressively responsible experience working for an electric utility, of which, three years must be safety related.
Experience working in a rural electric cooperative or similar electric utility structure may be considered and may substitute for experience.
Experience in on-the-job industrial safety/security may be substituted for some formal education.
Special Skills:
Court procedures training and experience preferred.
General knowledge of electric utility operations.
Working knowledge of governmental rules, regulations, guidelines and acts as required by EEOC, EPA, OSHA, DOT and other such agencies.
Must be able to efficiently and effectively use computer software programs and a PC.
Availability for after hours call-out and travel away from home as required.
NRECA safety certification preferred.
Training and experience in public speaking.
Possession of or ability to obtain and maintain a valid Arizona driver's license within 30 days of employment.
HOURS OF OPERATION:Navopache operates on four 10- hour days (4/10s), Monday through Thursday 7:00 AM to 6:00 PM.
