The Warehouse and Facilities Coordinator is primarily responsible for purchasing and warehouse operations for both Buena Vista and Westcliffe, and supervision of facility maintenance at both locations. The position leads the procurement, management, and distribution of electric line materials, coordinating closely with construction, engineering, accounting and vendors. The position oversees ordering, receiving, stocking, and issuance of materials while ensuring accuracy and efficiency in all warehouse operations. This role ensures that purchasing decisions are cost-effective, high quality and are available for upcoming construction projects. The position will also utilize multiple system software applications and evaluate all processes to develop solutions to improve operating effectiveness and efficiency. The position supervises a Utility Technician and Custodians.
Collaborates with the operations and engineering departments to forecast material demands of construction projects and other special needs for material and equipment. Evaluates quotes and reports results to the Chief Operations Officer. Prepares purchase requisitions and receiving records as necessary to order material and supplies. Assists with reviewing and reconciling invoices for material purchases, including receipt verification, return and invoice discrepancies. Reviews work orders for accurate material pick lists based on assembly units. Performs housekeeping duties, in coordination with the Utility Technician and Custodians, to keep the office, warehouse and storage areas in clean and safe condition. Analyzes and maintains adequate inventory levels. Develops specifications and processes to standardize material being procured. Supports the development of continuous improvement of procurement processes, systems, and policies. Partners with management to improve inventory management processes and systems. Manages periodic and annual physical inventory; responsible for accuracy of warehouse record-keeping as it relates to physical inventory. Leads reconciliation of inventory shortage/overages, including physical recounts, work order review and inventory research utilizing SDCEA software. Performs minor mechanic work, when necessary, in coordination with the Utility Technician. Completes monthly or periodic charge tickets for expensed material. Ensures procurement activities comply with internal policies and applicable company regulations. Physically checks and maintains level of material on hand per approved quantities. Maintains subsidiary records of uniform purchases for all employees as outlined in the uniform procedure. Works cross departmentally for ordering and delivery of supplies and materials as needed. Maintains strong ability to learn and utilize asset management, material inventory, and purchase order systems (NISC). Responsible for understanding and managing the Utility Technician to perform the following tasks: • Receive and issue materials, supplies, and equipment used in construction, operation, and maintenance of the electric system. • Receive and maintain records of deliveries. Resolve discrepancies in a timely manner. • Construct and assemble meter loops.
Directly supervises employees. Carries out supervisory responsibilities in accordance with applicable laws and the organization's policies and procedures. Responsibilities include planning, assigning, and directing work to ensure timely completion of work projects; appraising performance, rewarding, coaching, and disciplining employees in consultation with human resources; addressing complaints and resolving problems. Assists with decisions on hiring, termination and pay recommendations. Regularly reviews and ensures job descriptions are accurate. Ensures that direct reports receive training and support to meet or improve their job performance. Keeps employees informed of work requirements, business conditions, company policies and other factors that impact their work performance and environment.
Strong attention to detail, organization, and analytical thinking related to reviewing requests and maintaining documentation for accuracy and completeness. Ability to manage multiple tasks and meet deadlines. Must demonstrate proficiency in reading comprehension, written communication, and basic math skills. Must possess strong computer skills, including proficiency in Microsoft Office Word, Excel and Outlook. Availability for occasional travel for training and meetings. Deals with consumers, vendors, contractors and other employees in a cordial, business-like manner to maintain positive public relations within and outside of SDCEA. Treats all consumer and vendor information as confidential. Complies with all SDCEA policies and procedures. Expected to work extra hours as workload, special events or emergency situations require. Responsible for performing and supporting buildings and grounds maintenance, including inspections, preventive maintenance, minor repairs, and supervision of the Utility Technician to maintain facility standards. Knowledge and ability to use small power tools are required to perform warehousing, maintenance, and housekeeping duties. High school diploma or equivalent. College degree with an emphasis in warehouse or supply chain management, logistics or a related field preferred. Equivalent work experience and/or demonstrated skills in procurement, material receiving, inventory stocking and distribution may be considered in lieu of specified education. Experience in electric utility line construction, maintenance, engineering, and/or operations could be considered adequate to provide the necessary knowledge. Supervisor experience preferred. Supply Chain or Procurement Certification is required or must be obtained within twelve months of hire date. Demonstrated knowledge of Microsoft Office and computer operations. Working knowledge of RUS construction specification material units and RUS accounting procedures. Knowledge of OSHA, federal, state, and local regulations and compliance standards related to warehousing operations. Forklift certification. Must be able to work productively independently or cooperatively with others in a team. Must possess written, verbal, and interpersonal communication skills at the level required to successfully perform the essential responsibilities of the position.
