OBJECTIVE
The position of Distribution Design and Joint-Use Engineer is a position involved with all activities necessary to procure easements and design new and upgraded electrical facilities for new and existing customers as well as major construction projects and subdivision developments. As well as coordinating field engineering and meetings with Pole Attachers/Joint-Use relations.
RESPONSIBILITIES AND AUTHORITIES
Assumes and has responsibility for results from the activities in the following functional areas:
Coordinate new pole attachment requests with Attachers and Joint-Use Contractors.
Coordinate on-site and virtual meetings with Attachers to resolve clearance violations, discuss new pole attachment requests, and Joint-Use Audit related issues.
Assist the Manager of Engineering Services of forming and conducting a Pole Attachment Audit based on Public Service Commission’s requirements.
Assist the Manager of Engineering Services in the development of new and revised Pole Attachment/Joint-Use contracts.
Assist the Manager of Engineering Services with the review and revision of Public Service Commission Pole Attachment and Joint-Use related Tariffs and Regulation.
Assist the Manager of Engineering Services in training in-house employees as well as, Contractors on: NESC clearances, updates to Joint-Use related practices and changes, as well as, revisions to Clark Energy construction specifications.
Meet with customers to procure easements and design new and upgraded electrical service facilities under frequent deadlines and schedules.
Explain and inform customers of utility overhead and underground service specifications.
Explain and inform customers of fundamental electrical wiring issues.
Resolve conflicts with respect to utility requirements and customer wishes.
Stake and procure necessary easements and right-of-way for construction work plan projects and Kentucky Transportation Cabinet road projects.
Utilize GIS\Staking system for all work order posting with emphasis on accuracy.
Participate in pole treatment and inspection program.
Enforce and respond to clearance issues per NEC and NESC provisions.
Must manage multiple projects at once.
Attend required training sessions, meetings, and development activities.
Must comply with all company policies and procedures.
Must comply with all PPE and safety requirements.
Perform other functions as assigned.

Reports to: Manager of Engineering Services
Supervises: None
Directs: Pole Attachment/Joint-Use Management Contractors
OTHER RELATIONSHIPS
INTERNAL
Operations: Coordinate work and exchange information. Assist with major outage restoration efforts as required.
Billing: Determine rate class and assist in billing questions.
EXTERNAL
Member Relations: Assist customers with technical questions, requests and service requirements.
Transportation Cabinet: Design Clark Energy facilities as needed for approval to be granted crossing permits.
Other Utilities: Coordinate joint-use facilities. Including all new Pole Attachment Requests.
Construction Contractors: Interact during various stages of construction work plan project construction.
POSITION SPECIFICATIONS & REQUIREMENTS
Schedule:
Typical Schedule: This position generally follows a 4/10 schedule, working Monday through Thursday from 7:00 AM to 5:30 PM.
Flexibility: Work hours may occasionally be adjusted to meet business operational needs, including coverage during high?demand periods, holiday weeks, or special circumstances.
Education, Training, & Certifications:
High school diploma, GED, or equivalent required. Associates Degree in Related Technical Field required. A minimum of four years of Work Plan/Joint-Use job experience may be substituted for Associates Degree.
Must have and maintain a Valid Driver’s License.
Experience:
In-depth training and on staking procedures and design of new and upgrade of all types of system facilities.
In-depth training and use of O-Calc or other Pole Loading Analysis software.
In-depth training and use of Calibrated Visual Targets
In-depth training and use of Alden-One or other Pole Attachment Tracking software.
In-depth training and use of Sag-10 or other Conductor Sag related software.
In-depth training and use of NJUNS (National Joint-Use Notification System) or other Joint-Use Tracking software for pole transfers and other Joint-Use coordination.
In-depth training and use of GIS\Staking software and PC/iPad use.
In-depth training and use of electronic distance measuring (EDM) devices.
In-depth training and use of GPS receivers.
In-depth training and use of Microsoft Office suite of software.
Job Knowledge:
Prior Work Plan and Line Conversion staking experience required.
Abilities and Skills:
Detailed knowledge of PC and iPad use, voltmeters and various office equipment.
In-depth knowledge: NESC, NEC, RUS specifications, safe operation of all equipment, GIS system, all pertinent cooperative policies and processes, principles of dealing with irate customers, OSHA regulations.
Physical Requirements and Working Conditions:
This position involves a combination of office and field work and may require working both indoors and outdoors in varying weather conditions, as well as traveling and walking over uneven terrain.
The role requires the ability to perform a range of physical activities necessary to complete essential job duties. These may include standing, walking, sitting, and positioning oneself to perform tasks; lifting, carrying, pushing, or pulling materials or equipment (occasionally up to approximately 50 pounds, with or without assistance); and performing movements such as stooping, kneeling, crouching, bending, reaching, and maintaining balance.
The position requires the use of hands and arms to handle, control, or feel objects, tools, and equipment, as well as the operation of standard office and field equipment, including computers, calculators, copiers, and communication devices.
This position may also require extended periods of walking or working outdoors to support customer needs and outage restoration efforts.
For safety and operational effectiveness, the role requires the ability to:
Interpret and work from maps, markings, flags, and other visual indicators that may be color-coded or otherwise visually differentiated
Recognize and respond appropriately to audible signals, alarms, and other environmental sounds
